Description | **As of July 26, 2023, this project has not yet been awarded . A timeline for award has not yet been established. This Invitation for Bids (IFB) is being released by the New Jersey Water Supply Authority, hereinafter referred to as the "Authority," to obtain bids for Instrumentation Improvements at the Manasquan Dam, Howell Township, Monmouth County, New Jersey (Project). The work required includes the provision of all labor, materials, equipment, and services necessary as required by the contract documents. All questions about the meaning or intent of the Invitation for Bids shall be submitted to the Authority in writing to: Darin Shaffer, P.E., Chief Engineer New Jersey Water Supply Authority PO Box 5196 Clinton, NJ 08809 Email: dshaffer@njwsa.org Phone: 908-638-6121 x 284 All bids submitted shall be accompanied by a bid security amounting to not less than ten (10%) percent of the total bid price, or $20,000 whichever is less. Such security shall be in the form of a certified check or bid bond, payable or firmly bound to the New Jersey Water Supply Authority. Any bond submitted shall be written by a surety company licensed in the State of New Jersey and listed in Department Circular 570, 2009 Revision, of the U. S. Department of the Treasury, incorporated herein by reference. All bid bonds signed by an agent must be accompanied by a certified copy of the agents authority to act There is no mandatory pre-bid meeting scheduled. The Contractor must also make a good faith effort to award a goal of 3% of the dollar value of its contract to eligible disabled veteran businesses, pursuant to N.J.A.C. 17:14-1.1 et seq. Bidders are required to comply with the provisions of the State of New Jersey Business Registration Certification Act (N.J.S.A. 52:32-44), Affirmative Action Compliance requirements (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27), the Diane B. Allen Equal Pay Act (N.J.S.A. 34:11-56.14), the Small/Disabled Veteran Business Set Aside Act (N.J.S.A. 52:32-17, 31.1 et seq.), and the Pay to Play Prohibitions and Political Contribution Disclosure requirements (N.J.S.A. 19:44A-20.13 et seq. (P.L. 2005, c.51), N.J.S.A. 19:44A-20.27 (P.L. 2005, c.271). The successful Bidder shall be required to furnish the New Jersey Water Supply Authority with a Performance Bond satisfactory to the Authority's Counsel, in the penal sum of the full value of the contract. Performance security shall consist of either a certified or cashier's check drawn to the order of the Authority in a form acceptable to the Authority from a reputable financial institution, or an individual, or Performance Bond submitted written by a surety company licensed in the State of New Jersey and listed in Department Circular 570, 2009 Revision, of the U. S. Department of the Treasury, incorporated herein by reference. All Performance Bonds signed by an agent must be accompanied by a certified copy of the agent's authority to act. The performance security shall conform in its terms and conditions to the requirements in N.J.S.A. 2A:44-143, et seq. Performance security shall be submitted within ten (10) days of date after the contract is presented to the contractor for signature. The Authority reserves the right to reject any or all bids, to waive minor informalities and/or minor irregularities. |
