Description

The proposed work for which the City of Rock Falls is soliciting bids includes the construction of approximately 2,458 feet of 6" diameter water mains and ap-proximately 1,114 feet of 1" diameter water services, complete with appurtenances and surface restoration work. A certified check or bank draft on a responsible sol-vent bank, or a satisfactory bid bond executed by the bidder on an acceptable surety company, payable to City of Rock Falls, in an amount not less than five percent (5%) of the total bid shall be submitted with each bid. The successful bidder will be required to furnish satisfactory performance and pay-ment bonds each for 100% of the awarded contract price. No bid shall be withdrawn after the opening of bids without the consent of City of Rock Falls for a period of one hundred twenty (120) days after the scheduled time of receiving bids. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation to bids or any resulting con-tract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5), as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), the Illinois Works Jobs Act (30 ILCS 559/Art. 20), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriation Act, 2014. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipients policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explain-ed in 41 CFR 60-4. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the construction documents must be paid on this project and that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The City of Rock Falls is an equal opportunity employer. The City of Rock Falls, Illinois reserves the right to reject any non-responsive bid and/or non-responsible bid. Bids may be held by the City of Rock Falls, Illinois for a period not to exceed one hundred twenty (120) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the Contract. All work under this contract shall be substantially com-plete within 120 calendar days and final completion shall be within 180 calendar days from the execution of the Notice to Proceed.
