Presolicitation Notice 1240LT23R0039 GAOA Deer Creek & McCain Guard Stations Water Wells Bridger-Teton National Forest, Afton WY DESCRIPTION OF WORK Deer Creek Guard Station Water Well A. This project includes the installation of a well with solar submersible pump to replace an existing spring water source at the Deer Creek Guard Station on the Greys River District of the Bridger-Teton National Forest. Specifically, this project focuses on the Guard station site, but does include various water distribution system modifications in the nearby Murphy Creek Campground which is also served by the subject water system and well. B. The work includes: C. Removal and disposal of existing water system facilities. D. Drilling of an 8" diameter well E. Equipping the well with a solar powered submersible pump F. Construction of a utility building and associated treatment and control equipment. G. Installing a solar power system. H. Installing a new stainless steel water tank I. Installing new HDPE water supply and electrical control conductor between the utility building and tank. J. Replacing and repairing selected appurtenances in the campground. K. Removal of selected trees for solar panel exposure. L. Optional work that may be awarded includes all work described above associated with: 1. Alternate Option #1: Installing a flexible drop pipe in the well (in lieu of the base bid item of steel drop pipe). 2. Incidental Option #2: Well abandonment (if acceptable water is not found). M. Quantities associated with these items are identified in the Schedule of Items. McCain Guard Station Water Well A. This project includes the installation of a well with handpump at the McCain Guard Station on the Greys River District of the Bridger-Teton National Forest. The project does include provision to case and cap the well without further construction should the depth to water exceed 200 feet. B. The work includes: C. Drilling of an 8" diameter well D. Casing the well and installing a stainless-steel well screen. E. Equipping the well with a hand pump F. Construction of concrete pad and accessible pathway to the hand pump. G. Optional work that may be awarded includes all work described above associated with: 1. Alternate Option #1: Installing a sanitary cap on the well (in lieu of installing the hand pump if the depth to water exceeds 200'). 2. Alternate Option #2: Abandoning the well (if acceptable water is not found). H. Quantities associated with these options are identified in the Schedule of Items. Project Location Deer Creek Guard Station Water Well The project is located in the Greys River Ranger District of the Bridger-Teton National Forest, Lincoln County, Wyoming, in Section 29, T 36 N, R 117 E. It is located approximately 45 miles northeast of Afton, Wyoming. The project may be accessed from US Highway 89 and Forest Road 10138 (Greys River Road). McCain Guard Station Water Well The project is located in the Greys River Ranger District of the Bridger-Teton National Forest, Lincoln County, Wyoming, in Section 5, T 36 N, R 116 W. It is located approximately 54 miles northeast of Afton, Wyoming. The project may be accessed from US Highway 89, Forest Road 10138 (Greys River Road), Forest Road 10124 (Little Greys-Waterdog Lake Road), and Forest Road 10275 (McCain Guard Station Access). Contract Time: Deer Creek Well 90 Days from Notice to Proceed with an anticipated start date of June-July 2023. McCain Guard Station 45 Days from Notice to Proceed. The magnitude of proposed project is between $250,000 to $500,000. Project drawings will be provided as attachments to the Request for Proposal (RFP). The complete solicitation package will be attached and made available only through SAM.gov, on or within 15 days of this notice. Anyone wishing to participate in this proposed procurement must obtain their copy from SAM.gov. Copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov. Contractors will be solely responsible for obtaining amendments from this site to update files. This requirement is being solicited as a Small Business set-aside, with the intent to award a Firm-Fixed Price contract. A single award will be made from the solicitation. All prospective contractors must be registered in the System for Award Management (SAM) database before award of contract; failure to register in the SAM database may cause your firm to be ineligible for the award and removed from consideration.
