Description

1. Contractor shall process County bio-solids generated at the County owned facilities. The County will generate approximately one million (1,000,000) gallons per year and the percent of solids are estimated to be 2%. Facilities may be added or deleted during the term of this Contract. Any such additions or deletions shall not affect the per-gallon Contract Price or other services of this Contract. The DeSoto County Regional Wastewater Treatment Facility will generate the majority of digester bio-solids. 2. Contractor shall accept all of the County's sludge unless: A. The bio-solids are not of a type with respect to which Contractor is legally authorized, by regulatory agencies. 3. Contractor shall dewater the County bio-solids and guarantee that the bio-solids will pass a paint filter test and be disposed of at the Charlotte County Bio-Recycling Center, LLC. 4. Contractor pricing shall reflect the possibility that the percent of solids could be greater or less than the estimated percent of solids expected. 5. Contractor's dewatering equipment shall be self-contained and self-supporting, including electricity, in operation. 6. Contractor's dewatering equipment shall not exceed 65 decibels at any point of the property line while operational. 7. Contractor shall provide adequate trained personnel to efficiently process the County bio-solids and perform other services as indicated herein. 8. Contractor shall provide, within 5 days, sufficient replacement dewatering equipment in the event of mechanical failure. 9. Contractor's dewatering equipment shall be portable and capable of dewatering all generated County bio-solids on a schedule mutually agreeable; however, the County shall have final approval of said schedule. 10. Contractor shall provide the necessary equipment to haul and deliver dewatered bio-solids to the Charlotte County Bio-Recycling Center, LLC. 11. Contractor shall be responsible for the cleanup of any and all spills, on or off County property and any required notification of and documentation to regulatory agencies. The County shall be immediately notified of any spill with a follow up in writing. 12. Contractor shall maintain all documentation required by regulatory agencies and make such documentation available to the County upon request. 13. Contractor's responsibility for the County's bio-solids shall cease upon delivery to the recycling center or the landfill or other County authorized locations. 14. Contractor shall be responsible for all overage costs in mileage, fuel rate increases and/or dewatering. The awarded Contractor will be responsible for tipping fees and all charges associated with this service. Awarded Contractor must provide copies of Scale Tickets to the County before payment. The County will only pay tipping fees and no other surcharges or mark-ups will be allowed. 15. Contractor shall be responsible to send the County a copy of all manifests. 16. Any modifications to the requirements of this Article must be expressly approved by the County.
