Description

For CRS Rehabilitation - Sappington Acres No-2 and Tara project - Milling and bituminous overlay; concrete base repairs; removal and replacement of Portland cement concrete pavement; removal and replacement of sidewalk; removal and replacement of curb, crack sealing; ADA ramps and truncated domes; and other incidental items on 3.5 miles of streets within St. Louis County. This work shall consist of milling and subsequently placing a bituminous concrete pavement with concrete and asphalt base repairs and producing and placing a PCCP mixture in accordance with these special provisions along with other incidental items. St. Louis County Project No. CR-1885 consists of milling and bituminous overlay; concrete base repairs; removal and replacement of Portland cement concrete pavement; removal and replacement of sidewalk; removal and replacement of curb, crack sealing; ADA ramps and truncated domes; and other incidental items on 3.5 miles of streets within St. Louis County. Pursuant to Sections 107.400 and 107.401 SLCRO, all County solicitations, once published, are under a "Cone of Silence." All communication from a Vendor or a Vendor's Representative relating to this solicitation must follow the processes defined herein. Any communication with other County staff regarding this solicitation is prohibited except the specific types of communication defined in Section 107.401 SLCRO. The Cone of Silence shall terminate at the time a contract resulting from the solicitation is executed or when all bids or proposals in response to the solicitation are rejected by the County. Violation of Section 107.401 SLCRO by a Vendor or Vendor's Representative shall result in designation by the Director of Procurement of the bid, proposal, or statement of qualifications as non-responsive. Communications regarding this solicitation are authorized only with the following County Staff. In addition, County clericalstaff are permitted to route communications, including phone calls and written communications. Communications prior to the bid opening shall be by email only. Communications after the bid opening with authorized staff related to contract negotiations, investigations into contractor capability or the preparation for construction activities may be verbal or written. The Acting Deputy Director listed below may authorize additional points of contact as deemed prudent; all such authorizations shall be in writing. The successful Bidder or Bidders shall be required to comply with the most current applicable State statutory provisions concerning the payment of prevailing wages on public works, Section 290.210 through 290.340 R.S. Mo. 1959, as amended. St. Louis County hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. Pursuant to SLCRO 107.071, the County has established the following Minority and Woman-owned Business Enterprises ("M/WBE") and Workforce Participation Goals: M/WBE Goals: MBE Goal: 24%, WBE Goal: 9.5% Workforce Goals: Minority Participation Goal: 25%, Female Participation Goal: 7%, County Resident labor goal: 23% Bids must be accompanied by a certified check or bidder's bond in an amount equal to 5% of the total bid. All checks shall be made payable to "Treasurer, St. Louis County." The right is reserved by the County Council to reject any or all bids. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Specific requirements for Edgecliffe Drive, Gail Court, Mallory Drive: Only one half of each street is to be repaired, milled and overlaid with 2" of C-mix asphalt to replace deteriorated pavement not previously replaced by others, limits will be defined by the Engineer.
