Each Proposal must be accompanied by a Proposal Guarantee consisting of either a certified check in the amount of at least five (5) percent of the Total Bid Price, made payable to the Richmond Metropolitan Transportation Authority, or a Proposal Bond (on the form provided) in the amount of five (5) percent of the same Total Bid Price. The Authority strongly encourages the submission of bids by contractors whose principal businesses are located in the Richmond Metropolitan Area and further strongly encourage such contractors to utilize the services of local subcontractors and vendors. The Authority strongly encourages minority-owned and women-owned businesses to submit proposals for this contract.
