Replacement of One (1) 250 Gallon Water Heater

A. Purpose. The intent and purpose of this Invitation for Bid (IFB) is to establish a contract with a qualified supplier to furnish all tools, labor, materials, equipment, and supervision necessary to provide inside delivery of replacement of one (1) 250-gallon water heater at Henrico County Regional Jail East, 17320 New Kent Highway, Barhamsville, VA 23011 Building #8 to the County of Henrico, Virginia (the "County") Department of General Services in accordance with the enclosed general terms, conditions and specifications. B. Specifications. 1. The Successful Bidder shall remove and properly dispose of existing 250-gallon PVI water heater, MD# 750 P-250A-W (Attachment E), associated pump, and all materials in accordance with the existing federal, state, and local laws, codes, ordinances and regulations. 2. The Successful Bidder shall install new 250-gallon PVI water heater, Model 1300L 250AQWD with three-way valve or approved equal and pump (Attachment F). 3. The Successful Bidder may utilize the louvre windows to provide access for moving existing and new water heaters in and out of the facility (Attachment G). 4. The Successful Bidder installation shall include piping changes, if needed, electrical work, controls, and insulation. 5. The Successful Bidder shall obtain the required Building Permit through the New Kent County Building Inspection (phone number is (804) 966-9680). Bidder shall provide the price for Building Permit to include all associated cost on their Bid Form. 6. Upon completion of the new water heater system installation, the Successful Bidder shall check the system for leaks and repair as needed. 7. The Successful Bidder shall keep work areas in a safe condition; cleanup all work areas and return the areas to original condition after the completion of all work activities. The Successful Bidder shall also provide for any hazardous material storage facilities and disposal that may be required. 8. Any operations of the Successful Bidder determined to be hazardous by the County, shall be immediately discontinued by the Successful Bidder upon receipt of either written or oral notice by the County to discontinue such practice. C. Manufacturer's Warranty. PVI Unit includes one-year cost-free service policy, factory authorized startup (1 trip) and a 25- year tank warranty. The Successful Bidder shall provide all warranty materials to the County of Henrico authorized representative. Time is of the essence, and no bids will be received after the appointed time for submission. The time for the receipt of bids shall be determined by the time clock in eVA. Bidders are responsible for ensuring that their bid is submitted in eVA by the deadline indicated. All Bidders shall use the enclosed Bid Form in submitting their bid prices. The Purchasing Division reserves the right to waive any informality in bids and to award in part or in whole or to reject any or all bids. Due to the importance of all Bidders having a clear understanding of the Scope of Services and requirements, attendance will be a prerequisite for submitting a bid. Attendees must arrive no later than 10:15 a.m. and will be required to check into the facility with a government issued picture ID in order to meet the requirements. Bidders arriving more than 15 minutes after the start of the conference will be denied entrance. ONLY two (2) representatives per firm will be allowed to be present for the conference and site visit. Please bring a copy of the invitation for bid with you to discuss the requirements. Nothing herein is intended to exclude any responsible bidder, its product or service or in any way restrain or restrict competition. On the contrary, all responsible Bidders are encouraged to bid and their bid is solicited. Comments as to how bid documents, specifications or drawings can be improved are welcome. Pursuant to Henrico County Code Section 16-43, the award will be made by the Purchasing Director. This IFB and any addenda are available on eVA and the County of Henrico, Virginia website.
