Description | Project was awarded to Shady Surfacing for 150,619 The City of Morgantown is soliciting Bids from qualified Contractors to install playground equipment and rubberized surface at the Woodburn Community Playground. Tasks will include installation of all playground equipment, hip shade, benches, and subbase and rubberized surface. The City prefers No Fault rubberized surface but will consider an approved equal surfacing material. The playground and rubberized surface installation Contractor will be required to coordinate with the general contractor who is performing general site prep to ensure a seamless workflow, communicate site conditions and changes that differ from the original site designs, and coordinate synchronous tasks. Playground and rubberized surface installation must be completed by June 21, 2023. . The Project consists of playground equipment and rubberized surface installation at the Woodburn Playground. A two-envelope system will be used. Each bid must be submitted in a sealed envelope. Envelope No. 1 must contain the Bid Bond, Certification of Compliance, Power of Attorney, and all other necessary documents required on the Bid Opening Checklist. Envelope No. 2 must be a separate, sealed envelope marked "Bid Proposal" and must contain the completed and signed Bid Proposal. If the documents are not in order, the envelope containing the Bid Proposal will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bonding Requirements: A bid bond is required for this bid. The bid bond shall be for 100% of the bidder's maximum bid price with a retainer of five percent (5%). A performance bond and payment bond shall be for 100% of the contract price will be required of the selected contractor. J. MBE/WBE/Section 3 Solicitation: The Contract is subject to Federal Requirements for minority, female, and Section 3 resident requirements. The Bidders must provide information related to their qualifications. The City's goal is five percent (5%) for MBE participation, three percent (3%) for WBE participation, and five (5%) for Section 3 participation. Request for Clarification 2/1/2023 at 3:00 p.m. All requests for clarification or additional information must be submitted in writing via email to the City of Morgantown's Special Projects Coordinator, Vanessa Reaves, vreaves@morgantownwv.gov. Requests for clarification The City reserves the right to reject any and all bids received in response to this bid call. Contractor and Owner recognize that time is of the essence in the performance of the Contract, and that Owner will incur damages if Contractor does not complete the Work according to the requirements of Paragraph 4.01. Because such damages for delay would be difficult and costly to determine, Owner and Contractor agree that as liquidated damages for delay (but not as a penalty) Contractor shall pay Owner $500.00 for each day that expires after the Contract Time for substantial completion. The Owner is entitled to impose set-offs against payment based on any claims that have been made against Owner on account of Contractor's conduct in the performance of the Work, incurred costs, losses, or damages on account of Contractor's conduct in the performance of the Work, or liquidated damages that have accrued as a result of Contractor's failure to complete the Work. |
