Description | The Town of Holliston is seeking sealed bids from qualified contractors to provide "turnkey" products and services resulting in the successful LED conversion of Holliston's existing street lighting luminaires. The project consists of converting our inventory of High Pressure Sodium (HPS) and Mercury Vapor (MV) luminaires, of various wattages and styles, to Light Emitting Diode (LED) luminaires providing equivalent or better lighting service (lumens, coverage, and quality). The successful contractor will be expected to design and implement the conversion of all street lighting in Holliston, estimated at approximately 919 units, to equivalent LED street lighting luminaires. The successful contractor will provide engineering, inventorying/auditing of the current light system, labor, materials, supplies, equipment, facilities, disposal, photometric analysis, digital reports, processing for applicable rebates and rate/unit billing revisions with Eversource. Any prospective contractor (bidder) requesting an interpretation of existing specifications of terms and conditions must do so in writing by 4 PM September 8, 2022 addressed to James Keast at the Holliston Facilities Department, 1750 Washington Street, Holliston, MA 01746 or via email to James Keast at: keastj@holliston.k12.ma.us The Town of Holliston reserves the right to accept or reject any or all bids and to award the bid in a manner which is deemed to be in the interests of the Town of Holliston. The bid must satisfy all requirements to be considered for award. Failure to complete the required forms, answer any questions, or provide the required documentation will result in the bid being deemed NON-RESPONSIVE and will result in rejection by the Town unless it is determined, solely by the Town, that any such failure constitutes a minor informality that can be corrected without prejudice to other bidders. Within ten (10) days of receipt of notice of contract award, the successful bidder shall provide a payment bond 50% of the amount of the contract. Upon execution of the contract, the successful bidder shall be expected to commence work immediately and proceed in a timely and efficient manner until project completion and acceptance by the Town. Bids shall be accompanied by a bid deposit of not less than five (5%) percent of the value of the proposed work and made payable to the Town of Holliston, the Awarding Authority. Bidders are reminded that the bid deposit covers the Town for damages when a bidder withdraws its bid after the bid submission date. Be advised that to the extent permitted by the law the Town will retain all bid deposits for withdrawn bids. The participation goals for this project shall be 15.3% for minorities and 6.9% for women. The participation goals, as set forth herein, shall not be construed as quotas or set-asides; rather, such participation goals will be used to measure the progress of the Commonwealth's equal opportunity, non-discrimination and affirmative action program. Additionally, the participation goals contained herein should not be seen or treated as a floor or as a ceiling for the employment of particular individuals or group of individuals. |
