Description

Construction of 3.9 mile trail and resurfacing of 5.7 mile existing trail with one structure. The firm selected may be required on an "as needed" basis to perform any but not limited to the following construction management support services duties: Implement a Project Control System to assist the county and PennDOT to document, monitor, evaluate, and resolve field construction problems. Develop, monitor, and maintain a master project CPM schedule. Monitor and maintain the contractor`s CPM schedule. Review, comment, and make recommendations concerning scheduling problems. Prepare and distribute construction summary reports. Conduct regular progress meetings. Attend scheduled pre-bid meetings and pre-construction meetings at the work site or at the County offices in Norristown PA, as needed. Record, document and issue minutes of all meetings. Establish and maintain a system of document control i.e., correspondence, shop drawings, catalog cuts, submittals, schedules, etc. Review cost estimates and coordinate value engineering efforts. Draft and prepare correspondence for County signature. Provide documentation and research for County and Department use in negotiating extra and additional work. Evaluate change orders. Review contractor`s submissions with emphasis upon maintaining the established construction requirements of the Department with respect to the constraints imposed by the contract, constructability, physical location, scope of work operations, impact to traffic and roadway conditions and the availability of material required and environmental concerns. Provide claims avoidance evaluations. Coordinate and participate in community relations. Coordinate with the County’s and PennDOT’s representatives for determination, evaluation and assistance in the resolution of community issues. Establish and coordinate necessary interaction among the project`s designers, contractors, traveling public, communities, public and private agencies, utility companies, local government, County and PENNDOT. Take pre-constructtion photos and videos and provide progress photos during construction as required. Monitor all environmental issues including but not limited to: noise complaints; borrow and waste site locations; air and water quality; erosion and sedimentation controls; and complaints due to vibration. Provide structural and roadway control services, including, but not limited to: review of false work submittals; review of demolition procedures; and coordinate shop drawing reviews with the design consultant. Coordinate and resolve all traffic related issues in conjunction with County personnel. Implement a reporting system to record and comment on field work and schedule of the CMCI Team. Provide specialized services in the following areas: archaeological monitoring during construction; concrete and steel evaluation and testing; public information and graphics; paint/coatings testing and evaluation; soils engineering, sampling, and testing; hazardous material monitoring and testing; construction safety monitoring services; and incident management. Assist in the development, data input, and approval process of work orders. Complete verification of project records in accordance with Department regulations. Provide assistance to the Department for the maintenance of Web Page(s) for each project to display electronic information and graphics. Assist the Department in obtaining compliance with the labor standards, safety, accident prevention and equal opportunity provisions for the contracts.
