Description

**As of February 10, 2023 this project has not yet been awarded. A timeline for award has not yet been established.** New Bid Opening: February 2, 2023, at 2:30pm local time at the City of Clarksville Purchasing. The work to be performed (Work) consists of the spot replacement (removal of damaged sections of pipe and installation of new pipe in its place) of approximately 6,850 LF of 12", high pressure steel gas main and replacement of one (1) damaged 8" high pressure steel gas valve. The Work includes trenching, backfilling, steel welding, horizontal directional drilling at locations indicated on the Drawings, cross compression isolation of 50,000 LF of high pressure gas main, high pressure gas main hot taps, high pressure gas main stopples, pipe work and all necessary appurtenances, to include testing and commissioning of repaired pipeline as shown on the Drawings and as set out more fully in the Specifications. Contractor shall provide all necessary materials, labor and equipment to complete the Work. Bids may be mailed to the location indicated above or hand-delivered. If hand-delivery is preferred, Bidders shall contact Tyler Hayes (tyler.hayes@cityofclarksville.com), the Project Manager, prior to Bid opening to verify whether or not City offices are still closed to the public due to the COVID-19 pandemic. If offices are still closed, all Bids shall be turned in to the security desk in the lobby of One Public Square, Clarksville, Tennessee 37040, prior to the above listed date and time. No Bidders will be allowed to pass through security. The security team will call the City of Clarksville Purchasing Department to retrieve the Bid package in the lobby. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00am to 4:30pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding. Prospective Bidders must obtain Bidding Documents from the Issuing Office to be registered as Plan Holder and to be eligible to bid on the Project. All official notifications, addenda, and other Bidding Documents will be provided to Plan Holders. Checks for Bidding Documents shall be payable to "Clarksville Gas & Water Department". Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Upon request, the Issuing Office will transmit the printed copies of the Bidding Documents via standard ground delivery service. If prospective Bidder requests expedited shipping, prospective Bidder shall bear the cost of shipping charges; Issuing Office will, upon receipt of fee payment and prospective Bidder's United Parcel Service (UPS) shipping account number, send printed Bidding Documents via requested UPS shipping service. The shipping charge amount will depend on the shipping method chosen. Bidders will be required to submit a Bid Security in the amount of five percent (5%) of Bidder's maximum Bid price in accordance with the Instructions to Bidders. Upon Contract award, the Successful Bidder must provide performance and payment bonds in accordance with the General Conditions, as may be modified by the Supplementary Conditions, at time of delivery of the executed Agreement to the Owner. Bidders must be licensed contractors as required by Tennessee Code Annotated (TCA) 62-6-103 and 62- 6-112. Bidders are required to provide evidence of compliance with TCA Title 62, Chapter 6 before any Bidder's Bid may be considered. Pursuant to TCA 62-6-119, each contractor / Bidder applying to bid for the prime contract and for any masonry contract where the total masonry portion of the construction project exceeds one hundred thousand dollars ($100,000.00), materials and labor, electrical, plumbing, heating, ventilation, and air conditioning contracts, is required to place his / her Bid in a sealed envelope showing the Bidder's name, contractor license number, license expiration date, and license classification, and for electrical, plumbing, heating, ventilation and air conditioning contracts and for each vertical closed loop geothermal heating and cooling project, the company name, Tennessee Department of Environment and Conservation (TDEC) license number, classification, and the expiration date of same, on the outside of the envelope using the State Contractor Licensing Information Form (Section C-00300), except when the Bid is in an amount less than twenty-five thousand dollars ($25,000.00). Only one (1) contractor in such classification may be listed. Prime contractor Bidders who are to perform the masonry portion of the construction project which exceeds one hundred thousand dollars ($100,000.00), materials and labor, the electrical, plumbing, heating, ventilation and air conditioning must be so designated upon the outside of the envelope. Bids not conforming to these legal requirements are void, shall not be opened or considered. Bids less than twenty-five thousand dollars ($25,000.00) may contain only the name of the contractor on the outside of the envelope. Upon opening the envelope, if such Bid is in excess of twenty-five thousand dollars ($25,000.00), the same shall be automatically disqualified and shall not be considered. Per Tennessee Department of Commerce & Insurance Board for Licensing Contractors Rule 0680-01-.24 (2), award of the subcontract to one not listed on the base bid envelope in violation of TCA 62-6-119 will be subject to review and disciplinary action by the Board. For all further requirements regarding Bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
