Description | NYSCR Category: Construction Vertical: Building Construction; Rehabilitation & New Construction The New York State Office of General Services (OGS), Design & Construction (D&C) is requesting Statements of Qualifications ("SOQs") from firms interested in submitting proposals for the Project. MBE Goal: 15% WBE Goal: 15% SDVOB Goal: 6% Approximate Value: $61 Million Project Information: The Project will generally consist of the mitigation of water infiltration into the Cultural Education Center Mechanical Equipment Room (CEC MER), repairs of damaged MER structural concrete elements and Mechanical, Electrical & Plumbing (MEP) components, replacement of the roof waterproofing barrier system, as well as the reconstruction of Madison Avenue between Swan Street and Eagle Street in Albany, NY. Additionally, the CEC MER shall be designed and rehabilitated with the following parameters: following questions no later than 12:00PM Friday, December 1st, 2023; Removal of the Madison Avenue roadway down to the CEC MER structural roof slab to repair cracks and concrete deficiencies on the top side of the structural roof slab. Provide a new expansion joint and waterproof barrier system for the structural roof slab. Re-construct the roadway system from the Madison Avenue and Swan Street intersection to the Madison Avenue and Eagle Street intersection, accounting for its drainage, which currently passes through the CEC MER. Repair of several damaged concrete columns, structural support beams, roof slabs, floor slabs, plenum ceiling slabs, masonry walls, and the cleanup of large areas of precipitates across a designated area of approximately 43,000 square feet within the CEC MER. Provide a cathodic protection system on the concrete structural systems to prevent the existing precipitates, which are heavy in chloride content, from further deteriorating the reinforcement within. Repair various MEP insulated ductwork and conduits damaged by moisture and precipitates. Provide a design that mitigates any future moisture infiltration on the CEC MER interior. A Best Value selection process will be used that will have two steps. Responses to this Request for Qualifications (RFQ) will be evaluated to establish a listing of Design-Build firms that will be invited to submit Proposals in response to a Request for Proposals (RFP), anticipated to be issued in March 2024. Through an evaluative process, a Best Value Design-Builder will be selected for the project based on a combination of a technical score and cost score. The proposal with the highest aggregate score will be awarded the project. OGS reserves the sole right, without incurring any liability, to change any aspect of the proposed procurement described above, including the right to not proceed with the procurement and/or right to proceed in a different manner or on a different timeline than as described above. |
