Request for Proposals (RFP) for Bid and Construction Phase Support for Stormwater Improvement

For Mount Ascutney Hospital and Health Center Stormwater Improvements The MARC seeks bids from qualified earthwork contractors for construction of stormwater drainage improvements at the Mount Ascutney Hospital and Health Center in Windsor, VT February 21, 2023 Deadline for Questions February 24, 2023 Response to Questions Issued The Mount Ascutney Regional Commission (MARC), with financial assistance provided by the VTDEC, requests bids from qualified contractors to construct stormwater treatment practices at the Mount Ascutney Hospital and Health Center in Windsor, Vermont. The stormwater improvements will aid in the mitigation of a large erosional gully east of County Road. Details of the project are provided on the following pages and in the attached project drawings prepared by Fitzgerald Environmental Associates and EcoSolutions. A project timeline is provided above. Instructions for submission of the bid form are provided below. DBE businesses are encouraged to submit proposals. Bidders should provide up to three (3) project and client references for similar scopes of work. Bids responses will be evaluated by a Selection Committee based on qualifications, similar experience, and cost. MARC reserves the right to seek clarification of any bid proposal submitted and select the contractor deemed most qualified to provide the required services. Parking is available in the Hospital parking lot to the northeast of the building. Email addresses for all attendees will be collected at the site visit and will be used to distribute any additional information/addenda for questions received during and after the site visit. This project involves stormwater improvements on the eastern side of the Mount Ascutney Hospital property in Windsor, Vermont, and along the Town's right-of-way along County Road. BMP 1 involves swale improvements along the northern and eastern edge of the upper northeast hospital parking lot. BMP 2 is an infiltration basin with a pretreatment forebay. BMP 3 receives runoff from BMP 2 and additional hospital property to be treated. BMP 3 includes a pretreatment swale and two infiltration basins.
