Description

Public Building Commission of St. Clair County, Illinois (PBC), (the Owner), will receive sealed lump sum bids until the bid time and date, at the location given below for ST. CLAIR COUNTY JAIL, FIRE ALARM REPLACEMENT. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner and delivered in a sealed envelope marked with the project name and the name of the bidder on the outside, addressed to: Public Building Commission of St. Clair County #10 Public Square, Room B-551 Belleville, IL 62220 Bids may also be submitted electronically by the same time and date below to pbcproject@co.st-clair.il.us. Owner's Representative: James Brede, Director of Buildings Engineer: Horner – Shifrin Inc., Joe Buehler PE, Project Engineer, 314-335-8662. Construction Contract: Bids will be received for the following work: Fire Alarm System Replacement - Electrical contractor as prime contractor. BID SECURITY AND WAGE / DISCRIMINATION CONDITIONSBidders are required to provide a certified or cashier's check, or bid bond executed by Bidder and approved Surety Company, in the amount of five (5%) percent of the bid amount. A successful bidder shall forfeit any surety required by the PBC upon failure on the bidder's part to enter into a contract within 10 days after the notice of award. Bids are required to be submitted under a condition of irrevocability for a period of 60 days after submission. This project is subject to the Illinois Prevailing Wage Act, and Bidders are hereby notified that employees and applicants of the contractor shall not be discriminated against in the accordance with Illinois Labor Regulations. Likewise, minority participation is encouraged and Illinois Non-Discrimination rules and regulations apply. A Mandatory Prebid meeting for all bidders will be held at the job site at the St. Clair County Jail, 700 N. 5th St., Belleville, IL 62220, on September 25, 2023, at 10:00 a.m., local time. Prospective prime bidders ARE REQUIRED to attend. This will be the only time for site access by bidders. Bid documents and Specifications may be obtained from the PBC electronically by email request to pbcproject@co.st-clair.il.us beginning September 8, 2023, during regular business hours. Bidders shall be licensed to perform electrical work in the City of Belleville at the time of bidding. A Performance Bond and a separate Labor and Material Payment Bond, each in the amount of 100% of the contract and Insurance in a form acceptable to Owner, will be required of the successful Bidder. PBC reserves the right to reject any or all bids or proposals, to waive any inconsistencies or informalities in the bidding process, and to select the lowest responsible bid adjudged to best meet the requirements of the PBC, in the sole discretion of the PBC.
