Description

The Duffy Wastewater Treatment Facility Project includes the construction of an operational 23,000 gallon per day wastewater treatment facility consisting of a series of Recirculating Media Filter treatment tanks, UV disinfection, outlet discharge sewer, premanufactured tertiary treatment building on poured in place Portland Cement Concrete foundation, site facility appurtenances and other miscellaneous items. A low pressure horizontally directionally drilled force main sanitary sewer collection system consisting of 2 and 3 HDPE pressure piping and accessories. On-lot sanitary sewer service connections consisting of a holding tank, pump, control panel, electrical connection, discharge force main and other miscellaneous items. Bids must be signed and submitted on the separate bidding forms included in the Bidding Documents, sealed in a manila envelope labeled as DUFFY WASTEWATER TREATMENT FACILITY PROJECT - BID , and shall be accompanied by either a Bid Guaranty Bond in the amount of 100% of the Bid amount or by a certified check, cashier s check, or letter of credit on a solvent bank in the amount of not less than 10% of the amount of the Bid, subject to conditions provided in the Instructions to Bidders. Bid security, furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. The successful Bidder will be required to furnish a satisfactory Performance Bond and in the amount of 100% of the Bid including a Warranty Period of 1 year after Substantial Completion. All contractors and sub-contractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor s Executive Order of 1972, and Governor s Executive Orde r 84-9 shall be required. This construction of this project will be funded in part with funds made available from the Appalachian Regional Commission. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, and the Davis-Bacon Act as amended. This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRAs). The Ohio and Lee Township Water and Sewer Authority reserves the right to reject each and every bid and to waive informalities, irregularities and errors in the bidding to the extent permitted by law. No bidder may withdraw their bid within 120 days after the actual date of the opening thereof.
