Description

The owner has determined a prequalified list of construction managers. Fayette County Board of Commissioners (FCBC) is requesting Statements of Qualifications (SOQ), pursuant to Ohio Revised Code Section 9.33, et seq., with the intent to obtain Construction Manager at Risk (CMAR) services for the Rattlesnake WWTP Upgrades Project. Interested parties are invited to submit for consideration. Project Description: The purpose of the project is to upgrade and renovate the Rattlesnake WWTP (WWTP), owned and operated by Fayette County. The project will improve the treatment plant process and increase capacity to accept flows from the Honda/LG EV battery manufacturing facility, maximize additional future capacity, and improve plant operations and maintenance. The existing Rattlesnake WWTP is rated for 1.0 MGD and the process includes raw sewage pumping, mechanical screening, grit removal, biological treatment (oxidation ditch), final clarification, RAS/WAS pumping, UV disinfection, and post aeration. WWTP upgrades will generally include process improvements and rehabilitation and capacity expansion. Specific improvements are being developed that may include but are not limited to: force main extension, flow equalization, screen building improvements, clarifier improvements, RAS/WAS pumping and piping modifications, addition of chemicals and/or nutrients, upgrades to aerobic digestion, sludge dewatering, UV replacement, and associated site and instrumentation and controls (I&C) improvements. CMAR Services: The chosen CMAR will provide pre-construction services, construction services, and post-construction services that are detailed in the Request for Qualifications (RFQ Packet). The services generally fall under the following categories: Provide constructability review comments on documents produced by the Engineer during the design phases. Develop and maintain estimates of construction cost, value engineering, project schedules, and construction schedules. Lead and manage the Subcontractor Prequalification and Bidding process, Construction and Closeout Stage. Required Qualifications: In accordance with the guidance and requirements set forth in the RFQ Packet, SOQs are to be submitted to show the following: project understanding, ability to provide CMAR services, historical performance, basic firm information, local experience, and financial responsibility. The RFQ Packet provides greater detail and SOQs must be submitted as required in the RFQ packet.
