Description

The work includes but is not limited to all labor, materials, tools, oversight and permits required to demolish the following properties in their entirety and to provide certified licensed asbestos abatement supervision:\ - 243 Iron Street, Berwick, PA 18603 - 345 S. Mercer Street, Berwick, PA 18603 - 534 W. Front Street, Berwick, PA 18603 (Prevailing Wage Only) - 604-606 Maple Street, Berwick, PA 18603 - 608-610 Maple Street, Berwick, PA 18603 - 1140 Ferris Avenue, Berwick, PA 18603 - 1335-1337 Ferris Avenue, Berwick, PA 18603 The Borough of Berwick will be utilizing federal funds for this project. It is required that all bids must also be submitted on the specified forms as provided by SEDA-COG (Council of Governments) in addition to the standard specification forms provided herein. Bids must be accompanied by a bid bond with a corporate surety authorized to do business in Pennsylvania, in accordance with the project specifications in the amount of 10% of the total bid amount. A Performance Bond in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders. Pennsylvania Prevailing Wage rates will apply to 534 W. Front Street only. Immediately following the due date and time, all bids received through PennBid along with any submitted paper bids, will be opened in person and read out loud at City Hall, 1800 N. Market Street, Berwick, PA 18603. An abstract of the bids received will be available to bidders on portal following the date and time that bids are due as indicated above. Questions may be submitted through portal on or before 4:00 PM, Wednesday, September 7, 2022, or via telephone/fax for business that do not have access to email capabilities). A certified check or bank draft payable to the order of the Borough of Berwick, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount of equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. A Payment Bond will also be required with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRATOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. The requirement for submitting a sealed paper bid is: one (1) original and two (2) copies clearly labeled with the words Blight Property Demolition Projects, Berwick, PA. The Borough of Berwick us utilizing federal funds for these projects and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. The Borough of Berwick, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Bids may be held by the Borough of Berwick for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Borough of Berwick reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contracts amounts.
