Mon/Fayette Expressway, Section 53A1

This project provides for the furnishing of all labor, material, equipment and work necessary to perform construction of approximately 3 miles of 4-lane concrete roadway on new alignment, the construction/reconstruction of SR 0043 Ramps at the Jefferson Boulevard Interchange, and reconstruction of Jefferson Boulevard and a portion of the Jefferson Boulevard Fly-Over Ramp. The contract will include construction of dual multi span steel girder bridges MF-400/MF-401 and MF-404/MF-405; a two-span steel girder bridge MF-403; and a single span pre-stressed concrete PA Bulb Tee bridge MF-402. The contract will also include signal modifications at the intersection of SR 0051 and Jefferson Boulevard; minor modifications to existing structures MF-341 and MF-342; installation of stormwater facilities; drainage systems; highway lighting; PA American water line relocation; and ITS/Cashless Toll Building with overhead gantry. In addition, the contract provides for the improvement/reconstruction of Brickyard Road, Peters Creek Road, SR 0885 (Clairton Road), SR 2030 (Payne Hill Road), SR 2030 (Miller Road), and Coal Valley Road. The proposal and plans are published electronically in EBS and are available to registered business partners for downloading and printing. An electronic bid bond, from an approved vendor, with corporate surety, in the amount of five (5%) percent of the bid must be submitted with the proposal as bid security. The bid security of the three (3) low bidders will be retained until the execution of the contract. (The normal time for execution of the contract is approximately four [4] weeks.) A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The Provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract.
