Description

A. Construct Work as described in the Contract Documents. 1. Provide the materials, equipment, and incidentals required to make the Project completely and fully operable. 2. Provide the labor, equipment, tools, and consumable supplies required for a complete Project. 3. Provide the civil, architectural, structural, mechanical, electrical, instrumentation, and all other Work required for a complete and operable Project. 4. Test and place the completed Project in operation. 5. Provide the special tools, spare parts, lubricants, supplies, or other materials as indicated in the Contract Documents for the operation and maintenance of the Project. 6. The Contract Documents do not indicate or describe all Work required to complete the Project. Additional details required for the correct installation of selected products are to be provided by the Contractor and coordinated with the Construction Manager. The project includes refurbishment of 21 existing slide gates at the Pretreatment structure, the addition of a new slide gate in front of the drainpipe from the overflow channel, installation of new electric actuators on 21 existing slide gates and one new slide gate including wiring and control signals back to SCADA, installation of new level sensors in the two sides of the rapid mix influent channel, and installation of new non-potable water piping and hose stations. A new PLC panel will accept the signals from the new electric actuators and the level instruments. Fiber-optic cable will be run between the new PLC panel and an existing control panel in Filter Building 1. At the Pretreatment structure, a new sump pump in the overflow channel with piping to the backwash channel of Filter Building 2. Bids are legal and binding upon the bidder when submitted. All Bidders are required to submit a Bid Bond, or a certified check made payable to the Gwinnett County Board of Commissioners in the amount of five percent (5%) of the total amount bid. The Bid Bond or certified check must be enclosed in the envelope with the sealed bid. The successful bidder will be required to furnish a contract Performance Bond and Payment Bond, each in the sum of 100% of the total amount bid and provide insurance coverage as required by the contract documents. No Bidder may withdraw his Bid within sixty (60) days after the actual date of the opening thereof. Bidder agrees to complete the Contract awarded within the "allowable calendar days for completion" from the date of the "Notice to Proceed" and he further agrees that the Owner may retain from the monies which may become due the amount of $1,586.00 (Substantial) / $648.00 (Final) for each and every day that the completion of the work may be delayed. The County will award the Contract to the lowest "qualified" bidder, subject with the Owner's right to reject any or all bids, to waive technicalities, and to make an award deemed in its best interests. With limited response, Gwinnett County reserves the right to extend the solicitation opening date as appropriate in order to assure a competitive procurement process.
