Description

This project involves renovations at two correctional facilities: Mansfield Correctional Institution (ManCI) and Richland Correctional Institution (RiCI). The two facilities are adjacent to one another and occupy the same plot of land. ManCI was built in 1990 and houses a population of approximately 2,000 Level 3 inmates. RiCI was built in 1995 and houses a population of approximately 2,500 Level 2 inmates. The primary project scope at ManCI will include: Housing Unit Windows ManCI has 8 housing pods. Each pod consists of two buildings connected by a central circulation space. There are 120 operable aluminum windows in the cell areas and 22 fixed aluminum windows for the office areas and day room clerestories. All the windows in each housing pod will be replaced with fixed windows (960 cell windows and 176 office/clerestory windows). Central Air Conditioning The HVAC system for the housing pods currently provides ventilation and heating only. To maintain comfortable space conditions after replacing all windows with fixed windows, central air conditioning will be added for the housing pods. The design of this system will include but may not be limited to chillers, chilled water distribution, air handlers, ductwork, and temperature controls. Housing Pod Doors The exterior detention doors for the housing pods need repair or replacement. As part of the program verification, the selected A/E will inspect the doors to determine the extent of repair or replacement needed for each door. Camp Building Repairs The ManCI Camp kitchen has ceiling insulation which has become detached from the roof structure. The selected A/E will design a replacement insulation system for the kitchen area. Emergency Power System The emergency power system at ManCI consists of battery back-up which provides an uninterruptable power supply in the event of a loss of electrical power from the utility. This project will include replacement of the transfer switches and battery back-up for the emergency power system. The primary project scope at RiCI will include: Kitchen Renovations The kitchen at RiCI has deficiencies with the floor drain system. The work required could range from repair of the floor drains to complete replacement including replacement of the entire kitchen floor. An additional A/E service expected for this scope is camera inspection of all kitchen floor drains to identify the condition of the drains and determine the extent of repairs required. Structural design work is also required for the kitchen support columns. Several columns are rusting at the base, it is expected that the columns will be salvaged by repairing the rusted sections and installing concrete curbs around the column bases. Door Repairs and Replacements Approximately 37 exterior doors will require either repair or full replacement. As part of the program verification, the selected A/E will inspect the doors to determine the extent of repair or replacement needed for each door. This work includes a mix of commercial and detention doors. Roof Coating Several buildings at RiCI require roof re-coating including the infirmary, segregation building and the three storage buildings. The infirmary and segregation buildings have metal roofs with a relatively flat pitch and the storage buildings have metal roofs with a 4/12 pitch. Fire Department Connections There are 10 fire department water connections located inside the compound at each building that did not pass a recent fire code inspection due to lack of accessibility. These connections will have to be demolished and re-located to be in compliance with building regulations.
