Description

SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2166.406, Energy Savings Performance Contracts, and Texas Government Code 2254, Subchapter A, Professional Services, and Rules and Procedures adopted by the Texas Facilities Commission (TFC). TFC is requesting submittal of qualifications to provide prime professional services from Energy Service Companies (ESCOs) that describe their capabilities to identify, assist with procuring financing, design, install, monitor, adjust, and train for a comprehensive utility conservation program. For the purpose of this RFQ, "ESCO" refers to any entity that is qualified to provide a turnkey utility conservation program that includes the services listed in this request, and meets the requirements of the Attachment G, SECO Energy Saving Performance Contracting Guidelines for State Agencies. Owner intends to select two ESCOs to perform cost-effective utility conservation retrofits for the selected groups of facilities indicated in Section II. OWNER BACKGROUND: The Texas Facilities Commission's state-owned property inventory consists of approximately 17.8 million square feet of office space, warehouse and service facilities, parking garages and surface lots located throughout the state. The Commission provides property management, repair, renovation, routine and deferred maintenance services, and utility services for this inventory. In the Austin and Travis County area, these holdings primarily reside within three campuses, the Capitol Complex, the North Austin Campus of Health and Human Service Agencies and the Park 35 Campus housing the Texas Commission on Environmental Quality. TFC's Office of Energy Management (OEM) program is responsible for identifying and implementing strategies to reduce utility consumption in state-owned facilities within the Commission's statewide inventory and by doing so, achieve energy and other utility savings while maintaining a healthy, comfortable working environment. This project has been developed by OEM and will be managed by this division in collaboration with TFC's Facilities Design & Construction project management program. The project is intended to contribute to the State's overall strategy to economically and responsibly control costs and consumption of resources including energy, water, and natural gas utilities. CONTRACT TERM: TFC intends to award two contracts for full prime professional architectural/engineering (A/E) and energy savings performance contracting services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within ten (10) days of delivery of a Notice to Proceed. The contract term for Construction is not to exceed one (1) year, and the contract term for payback is not to exceed twelve (12) years from final acceptance of construction. 1. Part One - Preliminary Utility Audit: A Preliminary Utility Audit shall be provided, at no cost to the Owner, by the selected ESCO for the facilities listed in the Project Package. The PUA will itemize the scope of energy saving projects for each individual facility. The itemized project scopes must include cost estimates with simple payback calculations. The cost estimates must include all potential itemized project costs including, but not limited to, design, construction, testing, commissioning, project management, third party design review, third party M & V and review, contingencies, profit, and financing costs. TFC will review the PUA report and select the proposed projects from the submittals for the scope of the project.
