Description

The Anchorage Federal Building, informally known as the “Historic Federal Building" (HFB), location code AK0001AN, is a circa 1930’s reinforced concrete building, with 3 floors, a basement, a flat roof, and a parapet. The lower-level daylight basement of the building is currently 90% vacant and is scheduled for a new housing buildout for the Immigration and Customs Enforcement (ICE) relocating from nearby leased space. The building is on the National Register of Historic Buildings and all work must comply with the Secretary of Interior's Standards for the Treatment of Historic Buildings. The HFB Garage, location code AK0034AN, is a former NARA records warehouse constructed in 1991 and converted in 2019 into a two-level parking garage. It is attached to the lower level of the HFB via a single-story ground level enclosed walkway. The two parking levels are fully separated from each other offering secure mezzaninelevel parking for US Courts judicial personnel on the upper level. The ICE Relocation project will include buildout of the lower-level office space per GSA provided Construction Documents. It will include modifications to some of the existing historic stairwell doorways to provide additional security for the existing tenants, as well as modifications to the single elevator. Additionally, exterior work will include demo of an existing covered awning followed by replacement with a fully covered, heated, and sprinklered secure sally port for detainee transfer in and out of the facility. Modifications between the garage and HFB will include a structural and architectural upgrade to the existing ground level walkway with an addition of a second story Secure Corridor between the HFB and the mezzanine level parking area. The government will provide a 50% level bridging design for this Secure Corridor work that must be fully completed. The ABBAS secure corridor must link to an existing work location inside the HFB. Finally, interior to the garage will be additional modifications for a weapons storage and cleaning area as well as construction of a small storage room. All work for this project will be required to take place after hours to allow noisesensitive mission operations to take place by existing tenants. Phasing of the project will need to emphasis completion of the Secure Corridor work in a way that minimizes parking disruption to mezzanine level tenants, and to the greatest extent possible, ensure any requirement to park in the exterior parking lot will occur during warmer seasons. Tenant use of the Secure Corridor portion is desired as early as possible, with substantial completion for the entire project desired no later than June 30th, 2024.
