Description

Project generally involves road rehabilitation and water main relay at various locations within the City of Fort Atkinson. Below is a summary of work at each location. CDBG CL-PF 21-30 10003.203 No Pre-Bid meeting. Peterson Street (Talcott Avenue - Rockwell Avenue) Peterson Street includes, but shall not be limited to, Peterson Street includes, but shall not be limited to, approximately 800 LF of urban section street reconstruction including removals, stone base course, 580 tons of asphaltic pavement, concrete curb and gutter, concrete drive approaches, and new concrete sidewalk; approximately 780 LF of 8-inch water main installation including valves, fire hydrants, water services and miscellaneous appurtenances; sump manifold pipe installation; sanitary manhole installation; tree removal; work zone traffic control; and erosion and sediment control measures, surface restoration, cleanup and miscellaneous appurtenant facilities required to complete construction. Adrian Boulevard (Hilltop Trail - Grove Street) Adrian Boulevard includes, but shall not be limited to, approximately 6,600 SY of full depth asphaltic pavement pulverizing, shaping, grading, excavation below subgrade (EBS), 1,500 tons of asphaltic pavement, spot removal and replacement of concrete curb and gutter, concrete drive approaches, and new sidewalk; approximately 1,350 LF of 8-inch water main installation including valves, fire hydrants, water services and miscellaneous appurtenances; sump manifold pipe installation; approximately 230 LF of 8-inch sanitary sewer relay including service lateral reconnection, and miscellaneous appurtenances installation; tree removal; work zone traffic control; and erosion and sediment control measures, surface restoration, cleanup and miscellaneous appurtenant facilities required to complete construction. Gail Place (Adrian Boulevard - Rockwell Avenue) Gail Place includes, but shall not be limited to, approximately 1,600 SY of full depth asphaltic pavement pulverizing, shaping, grading, excavation below subgrade (EBS), 380 tons of asphaltic pavement, spot removal and replacement of concrete curb and gutter, concrete drive approaches, and new sidewalk; approximately 460 LF of 8-inch water main installation including valves, fire hydrants, water services and miscellaneous appurtenances; sump manifold pipe installation; one sanitary sewer point repair; tree removal; work zone traffic control; and erosion and sediment control measures, surface restoration, cleanup and miscellaneous appurtenant facilities required to complete construction. Grove Street (Hilltop Trail - Rockwell Avenue) Grove Street includes, but shall not be limited to, approximately 7,700 SY of asphaltic pavement milling, excavation below subgrade (EBS), 1,800 tons of asphaltic pavement, spot removal and replacement of concrete curb and gutter, concrete drive approaches, and new sidewalk; approximately 1,530 LF of 8-inch water main installation including valves, fire hydrants, water services and miscellaneous appurtenances; sump manifold pipe installation; two sanitary sewer point repairs; tree removal; work zone traffic control; and erosion and sediment control measures, surface restoration, cleanup and miscellaneous appurtenant facilities required to complete construction. Maple Street (Hilltop Trail - Talcott Avenue) Maple Street includes, but shall not be limited to, approximately 2,300 SY of full depth asphaltic pavement pulverizing, shaping, grading, excavation below subgrade (EBS), 540 tons of asphaltic pavement, spot removal and replacement of concrete curb and gutter, concrete drive approaches, and new sidewalk; approximately 690 LF of 8-inch water main installation including valves, fire hydrants, water services and miscellaneous appurtenances; sump manifold pipe installation; one sanitary sewer point repair; tree removal; work zone traffic control; and erosion and sediment control measures, surface restoration, cleanup and miscellaneous appurtenant facilities required to complete construction. Grant Street (Talcott Avenue - Spry Street) Grant Street includes, but shall not be limited to, approximately 1,600 SY of full depth asphaltic pavement pulverizing, shaping, grading, excavation below subgrade (EBS), 370 tons of asphaltic pavement, spot removal and replacement of concrete curb and gutter, concrete drive approaches, and new sidewalk; approximately 460 LF of 8-inch water main installation including valves, fire hydrants, water services and miscellaneous appurtenances; sump manifold pipe installation; one sanitary sewer point repair; tree removal; work zone traffic control; and erosion and sediment control measures, surface restoration, cleanup and miscellaneous appurtenant facilities required to complete construction. Spry Street (Grove Street - Main Street) Spry Street includes, but shall not be limited to, approximately 4,200 SY of full depth asphaltic pavement pulverizing, shaping, grading, excavation below subgrade (EBS), 960 tons of asphaltic pavement, spot removal and replacement of concrete curb and gutter, concrete drive approaches, and new sidewalk; approximately 1,070 LF of 8-inch water main installation including valves, fire hydrants, water services and miscellaneous appurtenances; sump manifold pipe installation; one sanitary sewer point repair; tree removal; work zone traffic control; and erosion and sediment control measures, surface restoration, cleanup and miscellaneous appurtenant facilities required to complete construction. All Work is included in a single prime contract. The Contract shall be subject to Wis. Stats. 66.0903 pertaining to prevailing wage rates and Federal Davis-Bacon wage rates. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. No bidder may withdraw his/her bid within 30 days after the actual day of the opening thereof. Any contract awarded under this Advertisement for Bid may be funded in part by a grant from the Community Development Block Grant Program administered by the Department of Administration (DOA). The CDBG project number is CDBG CL-PF 21-30. The contractor shall be required to abide by all the CDBG rules and regulations. Construction time is of the essence. Completion delays are subject to liquidated damages. City of Fort Atkinson reserves the right to accept the most advantageous Bid, or to reject any and all Bids. Award of Work described herein is subject to the provisions of the Wisconsin Statutes. Bids must be accompanied by Bid security made payable to City of Fort Atkinson in an amount of 5% of BIDDER's maximum Bid price and in the form of a certified check, or an electronic Bid Bond issued by a surety meeting the requirements of Paragraph 6.01 of the General Conditions. Bidder is required to upload a copy of the Bid security to website and deliver the original certified check or bid bond within 48 hours after close of bid to Ruekert & Mielke, Inc., Attn: Andrew W. Burt, P.E., 4001 Nakoosa Trail, Suite 200, Madison, WI 53714. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all Plan Holders of Record. Questions received from Bidders that do not, in Engineer's opinion, allow sufficient time to respond prior to the date for opening of Bids will not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
