Description

The second site visit has been postponed until after SOW changes are made as a result of questions previously submitted. An update will be posted when a new date is decided upon and a SOW with updates is added to the solicitation. If you have any questions please contact SSgt Kouba. The purpose of this project is to design and install a secondary wet well lift station to support an existing wet well in another building in case of overflow so a secondary system can pull stress away from the primary system. This system will specifically be used to support the main sewage system and wet well LS-11A. In accordance with Federal Acquisition Regulation (FAR) 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated price is from $1,000,000 to $5,000,000. The anticipated North American Industry Classification System (NACIS) code is 236220, with a size standard of $45M. The Government is contemplating a Firm Fixed Price (FFP) contract. A. NAICS Code 236220 / Size Standard $45 Million B. The resulting contract will be a firm fixed price contract. This Statement of Work (SOW) is to provide the general scope of work to be performed on Eielson Air Force Base (AFB), Alaska. The purpose of this project is to design and build a secondary wet-well lift station to be utilized for bypass purposes. This wet-well will be installed adjacent to the facility that houses the existing LS11A. The new lift station will be sized to meet anticipated peak demand and shall include all required piping, valves, controls, fittings, mechanical and electrical connections to design and build a new fully functional system. The SOW describes the Government's requirement for the design and construction that shall include connection of electrical circuits for new controls to the existing LS-11A's generator to ensure uninterrupted operation and connection of new pipes, valves, fittings, controls, etc. to new lift station and place into service, coordinating shutdowns as appropriate. The current wet well is estimated to hold between 2000-3000 gallons and the current pumps are rated for 900 GPM. The new pumps need to be sized accordingly to fit the issues is the pumps short cycling. Currently, the lead pump calls on at around 35-40% and only runs for about 30 seconds max before disengaging. The new pumps shall the pumps run for around 2 minutes each time they call on for the sake of service life of the equipment. Peak influent flow is roughly 500 GPM. The current 900 GPM pumps were selected for that application. The determination for sizing the pumps in the secondary well will depend on designed dimensions of the new basin and the desired run time of the pumps. The Contractor shall provide a design and construction in accordance with (IAW) Unified Facility Code (UFC) 3- 201-01 Civil Engineering and UFC 3-240-01 Wastewater Collection and Treatment) and this SOW. Construction activities shall not commence until the design has been completed and accepted by the Government.
