Description

If a bidder fails to complete and submit all requirements stated in this Advertisement for Bids and those further requirements stated in the bid document, the Cape Fear Public Utility Authority may deem such failure nonresponsive and therefore a forfeiture of the bid. The Cape Fear Public Utility Authority reserves the right to reject any all proposals. No bid may be withdrawn after bids have been opened, except as provided in the North Carolina General Statutes. Data collection is required at approximately 9,249 street side and parcel side water service lines in New Hanover County. The contractor is required to complete the inventory at these locations by August 1, 2024. These water service lines are located at 6,539 addresses downtown shown on Map 1 and at 939 suburban addresses shown on Map 2. All addresses loaded in the GIS data collector software and required to be inventoried by the contractor are listed in Table 1. Most addresses require inventory of parcel side water service lines only. The contractor will excavate and expose both the water service lines on the street side of the water meter box and on the parcel side of the water meter box where required. The winning bidder must have within its employ or as a listed subcontractor within the bid, at least one North Carolina licensed utility contractor and licensed plumbing contractor authorized to conduct work on both sides of the meter box in the event that the contractor damages the water service line during excavation or backfill. CFPUA will provide the GIS Online data collector software to be used by contractor personnel. The data collector contains a map of all work locations, fields for data entry and the ability to take photographs at each site. Required data collection includes diameter, material, and photographs. The contractor will supply its own wireless collector devices for field use (e.g., tablet) to access the data collector software. Excavations on the street side may be located in any convenient location between the meter and the curb. Initial excavations on the parcel side shall be limited to an area no greater than 18-inches square immediately adjacent to the parcel side of the water meter. If the contractor cannot access either the street side or the parcel side water service line, the software application has a drop down for various choices as to why it is inaccessible. CFPUA will visit inaccessible sites to evaluate and work with property owners to gain access, if possible. Both street side and parcel side water service lines are typically no greater than two feet below the ground surface.
