Custodial Services

Request bids to perform limited janitorial services on a routine basis at 3 facilities located at the Winchester Regional Airport. The Authority reserves the right to reject any and all proposals, and to waive any informalities or irregularities in any proposal deemed to be in the best interest of the Authority. The Authority reserves the right to negotiate with the lowest responsible offeror. Addendums to this RFP will be posted to eVA and considered part of the official solicitation package. There will be no pre-proposal conference for this solicitation. The purpose of this Request for Proposals is to solicit proposals from qualified Offerors for limited custodial services for three (3) airport facilities to augment airport staff performed duties. The facilities are located within a 1/2 mile from each other and easily accessible from Airport Road: 491 Airport Road, Main Terminal 509 Airport Road, Hangar Offices 615 Airport Road, Hangar Offices The contract term shall be for a period of approximately nine (9) months terminating on June 30, 2023 to align with Owner's fiscal year. At the Owner's option, the contract may be extended for four (4) additional one (1) year periods. The Fee Schedule may be adjusted at the end of the initial contract period (and at the end of each extension period, if applicable), upon mutual agreement of both parties. The adjustment to the fee schedule shall not exceed the percentage increase for the previous twelve (12) months in the Consumer Price Index, U.S. Cities average, Other Services, as adjusted, as published by the Bureau of Labor Statistics, U.S. Department of Labor. Should this index be superseded, the Owner reserves the right to select another appropriate index.
