Description

The Project consists of the replacement of lead water service lines in the specified project area within the City of Rockford. Any bidder attempting to deliver after the opening time and date will be refused. Bids shall be on a unit price basis up to specified contract amounts to be determined upon award of contracts. The Issuing Office for the Bidding Documents is: City of Rockford Finance/Purchasing Department- 4th floor 425 East State Street Rockford, Illinois 61104 Phone: (779) 348-7466 Dajana Glisic Dajana.Glisic@rockfordil.gov *BIDS SUBMITTED BY FASCSIMILE OR E-MAIL WILL NOT BE ACCEPTED Proposed construction improvements include: replacement of existing lead water service lines on both the public and private side of the right-of-way. Public replacements will run from the water main to the right-of-way and private replacements will run from the right-of-way line to the meter connection point. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Loan Program (35 IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the "Use of American Iron and Steel" requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient's policy regarding the increased use of disadvantaged business enterprises. The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. The contractor shall pay prevailing wages in accordance with the Federal Davis-Bacon wages provision, and comply with the laws of the State of Illinois on fair employment practices and with the City of Rockford's ordinance on Equal Opportunity Employment and Business Opportunity. Any bids failing to include compliance items properly completed will not be read and will not be considered. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. The City of Rockford reserves the right to reject any or all bids or to waive any informalities in the bidding. The City of reserves the right to reject bids should IEPA loan dollars not be granted. Bids may be held by the City of Rockford for a period not to exceed 120 days from the date of the opening of Bids for the purpose of reviewing the bids. Bid security shall be furnished in accordance with the Instructions to Bidders. Project Description: Lead Water Service Line Replacement for residential homes in Rockford, Illinois. This work will consisit of approximately 576 Replacements through either open-cut trenching operations or directional boring of the water service line. Existing lines are to be abandoned in place upon successful connection of newly installed pipe.
