Description | I. Introduction. This sources sought announcement is for informational purposes only. It is not to be construed as an obligation on the part of Washington Headquarters Services/Acquisition Directorate (WHS/AD). In order to proactively plan for future requirements, WHS/AD is conducting market research to locate qualified, experienced, and interested large and small business concerns capable of providing Residential and Physical Security Services Development, Installation, and Maintenance Support to the Office of the Secretary of Defense (OSD) Protective Services Battalion (CID). II. Background. The Protective Services Battalion, officially the United States (U.S.) Army Protective Services Battalion, is a US Army unit responsible for protection of the US Secretary of Defense, US Army Chief of Staff, and other senior civilian and military officials of the US Department of Defense (DoD). Operationally, the battalion is a part of the US Army Criminal Investigation Command (CID). The mission of CID is to investigate and deter serious crimes in which the Army has an interest. CID collects, analyzes, processes and disseminates criminal intelligence; conducts protective service operations; provides forensic laboratory support to all DoD investigative agencies, and maintains Army criminal records. III. Objective. The Government is specifically performing Market Research to see if there are potential large or small business concerns capable of providing the services outlined in the Sources Sought Notice - Requirement Task. However, all interested and capable contractors are encouraged to respond. Respondents will not be notified of the results of the sources sought evaluation. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict the Washington Headquarters Services, Acquisition Directorate (WHS/AD) to the ultimate acquisition approach. No contract will be awarded from this announcement and requests for solicitation will not receive a response. No reimbursement will be made for any cost associated with providing information in response to this announcement. Any information submitted by respondents is strictly voluntary. The results of this sources sought notice will assist the Contracting Officer in determining whether a large and small business set-aside, or full and open competition is the best strategy for this procurement. Responses to this synopsis may also be used to aid in establishing realistic and achievable small business participation goals. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is NAICS: 561621 - Security Systems Services (except Locksmiths). At this time, no solicitation exists. This acquisition has an estimated minimum dollar amount of $3,500,000.00 and an estimated maximum dollar amount of $4,600,000.00 The anticipated contract type is an Indefinite Delivery Indefinite Quantity (IDIQ) with a 5 year ordering period. IV. Instructions. All correspondence shall be via email. Responses must be submitted no later than Monday, July 11 th, 2022 at 12:00 PM (Eastern Standard Time). Capability statements will not be returned. V. Capability Statements. To facilitate a timely and comprehensive review of all submitted responses, vendors should respond using the format requested in this notice. Any deviation from this format, may lead to the rejection of the response. Please provide the following information: V.1 General Information: 1. A brief three to five-page synopsis of similar work performed. 2. DUNS, CAGE Code Number, and Unique Entity Identification Number (UEID). 3. Company name and address. 4. Company Point of Contact, phone number and email. 5. NAICS codes associated with the company. 6. Company must verify if they are a Large or Small Business. 7. If applicable, identify any GSA contract number(s) or schedule (s). 8. Identify contracts your company has been awarded under NAICS: 561621 - Security Systems Services (except Locksmiths). Additional information on NAICS codes can be found at www.sba.gov. 9. Specific examples of prior efforts same/and or similar to Residential and Physical Security Services Development, Installation, and Maintenance Support as outlined in the attached Draft Sources Sought Notice - Requirement Tasks. 10. Recommended/suggested NAICS codes for this effort. 11. Recommended/suggested contract type. 12. Number of contracts currently held with the Government to include any Federal Supply Schedules listed under GSA Advantage. 13. Point of Contact, phone number, and emails of individuals who can verify the demonstrated capabilities identified in the responses. 14. Company must identify if they are a small or large business under the NAICS code identified for this RFI. Small business concerns must identify their small business category (Ex: Service-Disabled Veteran-Owned, HUBzone, Small Disadvantaged, Veteran-Owned, or Women-Owned) 15. Respondents are limited to 10 pages. A minimum font size 12, left justified, and one inch margins all around. 16. Respondents must submit documents in Word or PDF format. Neither zipped files will be accepted nor telephone requests be honored. V.2 Critical Task Element Questions. Interested parties submitting a response to this notice should address the following Critical Task Element Questions in their capability statement. Interested parties are requested NOT to submit marketing materials; but rather, speak directly and specifically to the required capabilities and service requirements critical task element questions outlined below: Critical Task Element Question 1. What prior experience does your company have in providing High-Risk/Executive level/Estate security systems services Please describe how this experience utilized Electronic Security Systems (ESS), Intrusion Detection Systems (IDS), and additional high-risk personnel security measures such as fencing, door hardening, or safe rooms Critical Task Element Question 2. Please provide an example(s) which demonstrates your company's organic capability to conduct Electronic Security Systems, Intrusion Detection Systems, and additional security requirements such as fencing, ballistic protection, restoration of property, training and helpdesk. For the example(s), please indicate whether your company subcontracts electricians, alarm technicians, maintenance technicians, etc. Critical Task Element Question 3. Provide an example(s) which demonstrates that your organization is DMP System Certified. Additionally, please describe how this example incorporated a central station software solution. Critical Task Element Question 4. Please describe your experience or past performance with training personnel on the operation of the installed ESS/IDS, to include written and/or video training aides for system users. Critical Task Element Question 5. Provide details from previous experience that describes your organization's ability to privately monitor an ESS/IDS solution. Did this experience require connectivity to a central monitoring station, or could it be monitored only by the requiring unit Critical Task Element Question 6. Provide an example(s) which details your company's experience with providing property restoration upon removal of an IDS or Enhanced Physical Security measures such as fence line removal, and exterior and interior restoration. Critical Task Element Question 7. Provide an example(s) that demonstrates your company's experience with a government security solution, to include installing ICD705 compliant IDS, and providing 24 hours/365 days per year help desk capability for equipment trouble-shooting and response. Critical Task Element Question 8. For each task, indicate any subcontracting opportunities as applicable. Critical Task Element Question 9. Identify in each task, the percentage for subcontracting opportunities as applicable. VI. Confidentiality. Do not include proprietary, trade secrets, classified, confidential, or sensitive information in your response to the Sources Sought Notice. The Government shall not be held liable for any damages incurred if proprietary information is submitted, as it is clearly stated that this type of information shall NOT be submitted. Additionally, the Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. |
