Description | Members of the Board of Directors have expressed an interest in a water transfer policy to help guide future water transfer opportunities, ensuring they can be managed more closely. Additionally, this will allow a set of checkpoints to see if a transfer is possible. The water transfer policy and related services work with the District will develop this set of criteria for any future water transfers the District may want to participate in. This may include dry year transfers, voluntary transfers, and provide representation in transfer discussions. The District is seeking the following services: 1. Preparation of a Water Transfer Policy that will develop set points and mark out how and when the District can engage in water transfers. This will include an analysis of the Districts water supply and how this can be utilized to build revenue for the District ensuring no harm to the customers of the District. 2. Develop a yearly timeline of engagement with all interested stakeholders. This includes potential transfer partners, the State of California, the US government, and the local constituents of the GDPUD. 3. Development of a presentation to local constituents to show the effects of a water transfer on the District and its water supply. 4. Explore the effect of potentially engaging in Voluntary Agreements and how this can be incorporated into the Districts water transfer portfolio. 5. Assess the potential environmental impacts a dry year water transfer or voluntary agreements will have on the District.
