Type of Contract: Construction, Firm Fixed Priced (FFP), Single Award Contract County: Carbon, UT Type of Construction: Highway FAR Magnitude: $1M - $5M NAICS: 237310 SIZE STD: $39.5M SET-ASIDE: Total Small Business Proposal Submittal Information: Site Visit: 5 April 2022 / 10:00 AM Local Time (See clause instructions below / FAR 52.236-27) Questions Due Date: 18 April 2022 / 2PM Mountain Time Proposal Due Date: 5 May 2022 / 2PM Mountain Time Delivery: 120 Days After Notice to Proceed Delivery Location Code: 0004276664 BLM-UT PRICE FIELD OFFICE 125 S 600 W PRICE UT 84501 US This project includes maintenance of the Price Canyon Recreation Area road which provides access to a BLM recreation site and campground. Materials, standards, and requirements shall be according to Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14. The work effort includes the following: -Road maintenance for approximately 3.1 miles of roadway including chip seal, ditch maintenance, and limited amounts of other maintenance activities. -Pavement removal and replacement where the roadway has experienced pavement failure or settlement as indicated in project drawings. -Approximately 1600 feet of new asphalt pavement placement on existing gravel roadway with some minor adjustment of alignment as indicated in project drawings. -Replacement of guardrail and other incidental work as described in the contract documents. Product/Service Code: Y1LB Product/Service Description: CONSTRUCTION OF HIGHWAYS, ROADS, STREETS, BRIDGES, AND RAILWAYS Period of Performance: 06/07/2022 to 10/08/2022 CONTRACT PRICE SCHEDULE Offerors are required to submit an offer that conforms to the solicitation documents with pricing for all line items. Failure to do so may render the proposal unacceptable. Offerors shall submit: 1) SF1442 insert total price into block 17 (total shall include all additives), 2) a completed supplemental price worksheet (see attachments), and 3) a Limitations on Subcontracting Breakout (see attachments). The supplemental price worksheet will be used for government price analysis, but the subsequent contract will be written with a single lump-sum line item. On lump-sum line items, provide the total price only. For all unit-priced line items, provide the unit price and the extended total price. If no specific line item exists for a portion of the work, include the costs in a related item. In case of error in calculation of extended prices, the unit price governs. In case of summation error, the total corrected amounts govern. Quantities in the attached price breakout are estimated quantities only. Offerors are responsible for verifying actual quantities. The subsequent award will be a Firm-Fixed Price Contract, and price adjustments will not be made for any variations in actual quantities. (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds -- (1) To unsuccessful bidders as soon as practicable after the opening of bids; and (2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20% of the bid price. d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. (e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.) *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
