Description | Invitation for Construction Management at Risk (CMAR) Services for the Graham Brown Memorial Park Expansion The Lafayette City-Parish Consolidated Government, State of Louisiana, a political subdivision of the State of Louisiana ("LCG" or "Owner") solicits statements of qualifications ("Qualifications Statements") from qualified and licensed construction firms (each a "CMAR Contractor") to provide comprehensive construction management at-risk ("CMAR") services for the expansion of Graham Brown Memorial Park. This project under the current programmatic ideas would generally consist of the following: Construction of four (4) boys' and four (4) girls' fields for baseball and softball, new concessions/restrooms/observation towers for both clusters of fields, entry ticketing locations, a splash pad, appropriate parking, new campus fencing, field lighting, warm-up areas, etc. (all of the foregoing is collectively referred to herein as the "Project"). The Owner further reserves the right to add or subtract work as deemed appropriate at the time of execution of the work. All work to be completed within 365 working days from issuance of Notice to Proceed or as negotiated. Qualifications Statements that have not been received in the required format and quantity by the aforementioned deadline date and time will be rejected. Additionally, failure to submit all of the information stipulated per Section VI of the RFQ, may result in the submission being considered non-responsive and may result in the Qualifications Statement being rejected. Unless otherwise stated or required by the instructions, all attachments and/or embellishments other than those required in the RFQ shall be excluded. Interested firms are encouraged to attend the entirety of the project meeting to submit a Qualifications Statement to be considered responsive to this solicitation. Firms will be provided access to the site following the meeting. Respondents, their consultants, sub-consultants, or other parties representing the proposed team for this Project shall not attempt to directly contact and/or influence any member of the Selection Review Committee, Lafayette City or Parish Council members, Lafayette Mayor-President, or other senior management associated with this Project, with the exception of the RFQ Coordinator, after receipt of this RFQ, and prior to contract award. Doing so will be grounds for disqualification. Contractors or contracting firms submitting qualifications to perform work in the amount of $50,000.00 or more shall certify that they are licensed contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes of 1950 and show their license number on the front of the sealed envelope in which their Qualifications Statement is enclosed. Contractors shall be licensed for the classification of Building Construction; Highway, Street, and Bridge Construction; or Municipal and Public Works Construction. Additional information relative to licensing may be obtained from the Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana. The Lafayette Consolidated Government strongly encourages the participation of DBEs (Disadvantaged Business Enterprises) in all contracts or procurements let by the Lafayette Consolidated Government for goods and services and labor and material. To that end, all contractors and suppliers are encouraged to utilize DBEs business enterprises in the purchase or sub-contracting of materials, supplies, services and labor and material in which disadvantaged businesses are available. Assistance in identifying said businesses may be obtained by calling 291-8410. LCG reserves the right to reject any or all Qualifications Statements submitted in response to this RFQ. |
