Description

Disclaimer: If you would like to bid on this project you MUST obtain bid documents by contacting procurement@suburbanconsulting.com The scope of work will include but is not limited to, the cleaning and Cured-In-Place-Pipe (CIPP) rehabilitation of approximately, 12,620 linear feet of existing sanitary sewer mains within the Borough of Wenonah. The work includes the rehabilitation of 6-inch, 8-inch and 12-inch diameter sanitary sewer mains, two (2) point repairs of existing sanitary sewer sections, the installation of one (1) 4-foot diameter pre-cast sanitary sewer manhole, bypass pumping and piping, all necessary excavation, test pits as directed by the Engineer, disposal of removed infrastructure and excavated materials in accordance with regulatory requirements, specified backfill, surface restorations, and all materials incidental to complete the necessary replacements. Supplemental Bid scope of work will include manhole rehabilitation as directed by the Owner and Engineer. Manhole rehabilitation will include but is not limited to, frame and cover replacement, interior structure patching and resurfacing, replacement of deteriorated bench and invert, rung replacement, and surface restorations. The Contractor will abide by conditions and requirements for the scope of work and all coordination with property owners before and after construction activities. The Contractor shall be responsible to complete this work in accordance with all regulations set forth by the Authority having jurisdiction of the applicable Rights-Of-Way. Complementary work to furnish and install accessory materials as may be necessary may be if and where directed items by the Owner. The Contractor shall be responsible for providing all labor, supervision, trade skills, materials, and equipment required for this project as described in the Construction Documents. The Contract will allow 75 calendar days for completion of the work from the issuance of the Notice to Proceed. All federal prevailing wage regulations as well as the Federal Labor Standards Provisions will apply. Attention is called to the fact that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and to the greatest extent possible, opportunities for training and employment shall be given to lowerincome residents of the project area and that, when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Womens Business Enterprises are encouraged to submit bids. Bids for proposals in excess of $100,000 must be accompanied by a written Affirmative Action Plan. Bidders are required to comply with the requirements of P.L. 1975, c. 127. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the Contractor (subcontractor) shall comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). The successful bidder for the project shall commit to the use of small business concerns owned and controlled by SEDs with a goal of ten percent (10%) of the work value under the contract. All contractors, including SED contractors, shall submit their own SED Utilization Plan to the NJDEP OEOPCA, with a copy to the Owner, within thirty (30) days of the contract award. The contractors plan shall contain provisions to meet the specific SED Utilization requirements of the contract. The contractor's plan shall outline the entire project or contract work, the estimated time to complete the work, each significant segment of work on which SEDs will or may participate and a description of how SEDs will be contacted. The Contractor shall submit SED Participation Monthly Progress Reports (Form OEO-003) to the Project Compliance Officer and shall submit SED Participation Building Phase Quarterly Reports (Form OEO-002) to the Project Compliance Officer and to the OEOPCA, in accordance with N.J.A.C. 7:22-9.12. BID SECURITY: Bid Security will be required in an amount of not less than ten percent (10%) of the total Bid amount, but shall not exceed Twenty Thousand Dollars ($20,000.00). The successful bidder must furnish a Performance Bond and Payment Bond, each in an amount equal to 100% of the Contract price. The Bonds or other acceptable surety must be in a form acceptable to the Borough of Wenonah and be issued by a surety company on institution authorized to do business in the State of New Jersey. All applicable surety bonds required in connection with the advertisement and award of building contracts or sub agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570 Surety Companies Acceptable on Federal bonds), incorporated herein by reference. Copies of this document may be obtained from the Department. Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents. BID SUBMISSION PROCEDURES: Bids must be submitted on the Bid Form contained in the Contract Documents and must be enclosed in a sealed envelope plainly marked on the outside with the name of project and the name and address of the Bidder. The Bid must be delivered to the Owner prior to Bid opening at the above address for submitting Bids. Bids will not be accepted after November 30, 2022, 11:00am. The Bidder is further notified that he must comply with P.L. 1977,c.33, and submit a Disclosure Statement listing stockholders with his bid. The Borough of Wenonah reserves the right to consider the bids for sixty (60) days after their receipt and further reserves the right to reject any or all Bids, in whole or in part, as permitted by law. The Borough of Wenonah also reserves the right to waive any Bid defect where such defect is not detrimental to the best interest of Borough of Wenonah and fairness of the bidding process. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Contract Documents. AWARD OF CONTRACT: The Award of Contract shall be made subject to the necessary monies to perform the work being provided by the Borough of Wenonah in a lawful manner. The Contract to be executed by the successful bidder will provide that it shall not become effective until the necessary monies to perform the work have been provided by the Borough of Wenonah in a lawful manner. The Award shall further be subject to the securing of the necessary State, Federal, and Local Permits governing the work.
