RFQ Engineering - Engineering Consultant Services for New Taxiway G

This request intends to engage a single firm to provide Engineering Consultant services for the New Taxiway G project following the procedures outlined in Section 287 Florida Statutes, as amended and the latest version of FAA Advisory Circular 150/5100-14E. The Engineering services anticipated to be performed under this contract include but are not limited to: Scope of Work Development, Preliminary Activities, Land Surveying, Subsurface Geotechnical Investigation, Design, Regulatory Permitting (if needed), Bidding Assistance, Construction Phase Services and Project Closeout Phase. The complete examination and understanding of the solicitation documents, and all addenda or other revisions, and site of the proposed work is necessary to properly submit a proposal. All interested firms are advised that the project will be funded in part by an Airport Improvement Program grant, therefore typical Federal mandatory provisions will apply to the contact. Among these are: Buy American Civil Rights - Title VI Assurance Davis Bacon Requirements Debarment and Suspension Disadvantaged Business Enterprise Foreign Trade Restrictions Lobbying Federal Employees Minority Participation. Sponsors are required to set goals for minority participation in AIP funded projects exceeding $10,000. The goals for minority participation derive from Economic Area (EA) and Standard Metropolitan Statistical Area (SMSA) as established in Volume 45 of the Federal Register dated 10/3/80. Page 65984 contains a table of all EAs and SMSAs and the associated minority participation goals. To find the goals for minority participation, a sponsor must either refer to the Federal Register Notice or to the Department of Labor online document, "Participation Goals for Minorities and Females". EAs and SMSAs span state boundaries. A sponsor may have to refer to entries for adjacent states in order to locate the goal for the project location. Female Participation. Executive Order 11246 has set a goal of 6.9% nationally for female participation for all construction projects. This value remains constant for all counties and states. The Charlotte County Airport Authority reserves the right to waive any informalities or irregularities in or reject any or all proposals and to award or refrain from awarding the contract for the work.
