Description

The City of Youngstown (Youngstown) is seeking to retain the services of an Engineering Firm to perform the Cost Estimate and Hydraulic Modeling duties prescribed in connection with the removal of three (3) dams and the restoration of the Mahoning River ("Project"). The project will include a cost estimate for the removal of the three dams and sediment in the Mahoning River in the City of Youngstown located at Mahoning River mile 18.2 (Center St. Dam), Mahoning River mile 22.11 (Mahoning Ave. Dam), and Mahoning River mile 23.14 (Crescent St. Dam). At the completion of this project, the goal is for an accurate estimate for this stretch of the Mahoning River to attain the Warm Water Habitat criteria in OAC 3745-1-07. Post-construction QHEI and IBI scores are projected to be higher than current scores, as the flow alteration and habitat impairments caused by the low head dam and its hydro modification to the river will be removed. General Scope of Services: 1. Cost Estimate for the Dam Removals and Sediment Removal including, but not limited to: a. Removal, dewatering and proper disposal of contaminated sediment from the Mahoning River b. Data collection to Estimate on the amount of Sediment to be removed. c. Proper collection and disposal of liquid associated with sediment dewatering operations d. Ecological Modeling e. Stabilization of structures adjacent to the dam f. Stream and bank restoration 2. Hydraulic Modeling of the Mahoning River in the City of Youngstown a. Hydraulics Analysis, and b. Hydrology Analysis 3. The project completion date is anticipated to be July 31, 2018 Project Objectives: Youngstown's objective is to enter into a contract with an Engineering Firm to provide the above-referenced Work. I. Request for Proposal Each Firm is required to submit the following specified information, in the order outlined below, in order to be considered for this project. Qualifications presented should include those for the entire proposed team, including the prime and subcontractors. 1. Competence to perform the required Services. A. Experience of the firm's Services relating to the removal of dams and hydraulic modeling. 1. Training of assigned personnel 2. Education of assigned personnel. 3. Experience of assigned personnel on projects. 4. Identify the Engineer of records. 2. Ability of the Identified Firm Members to complete the Work. A. Current Workload (contracts in progress) B. Availability of key personnel during the anticipated schedule. C. Availability of equipment required to perform the work. D. Experience of the Firm 1. Representative Project Experience completed for at least 3 years but no longer than 5 years. 2. Describe the scope of services provided for each project. 3. Describe the role of personnel and subcontractors that are being proposed for the Project. As of December 10, 2018, this project is currently in preliminary stage. A timeline to select a design firm has not been determined. A firm construction timeline has not been disclosed.
