A timeline for award has not yet been established.* TOWN OF FISHKILL, NY NOTICE OF REQUEST FOR PROPOSAL RFP 2022-06 Request for Proposal The Town of Fishkill (Town) is soliciting sealed proposals to replace the existing metal roof of the Town's Recreation Center. The existing roof has a significant water leakage issue and repairs to the roof have not been successful. The Town is not specifying the type of replacement roof. It could be metal, asphalt shingle or other type. The Town is requesting that the Contractor provide a recommendation based on the existing conditions, and their experience and expertise. The Contractor will be responsible to perform engineering and design, provide all materials, labor, tools, equipment and transportation necessary to install the new roof. As an Additional Scope of Work, the Town requests the vendor to provide a separate bid for an assessment / evaluation and replacement if necessary, of the Recreation Center leaders and gutters. The Town of Fishkill will not purposely eliminate any company from bidding, however, there are specifications that must be met. Taxes should not be reflected as the Town of Fishkill is tax exempt. Effective 9:00 AM, Monday June 13, 2022, a Request for Proposal (RFP) may be obtained either in person at Town Hall, Town Clerk's Office or electronically by emailing the Town of Fishkill Project Facilitators Joe DeFrancesco and Paul Bozek at jdefrancesco@fishkill-ny.gov. and pbozek@fishkill-ny.gov. Note that the Recreation Center drawings are too large to email, therefore a CD will be available at Town Hall, they can be downloaded from the Town of Fishkill's Website or contact the Project Facilitators who will mail the CD to the requestor. The requestor / proposer must provide the legal company name, address, telephone number, representative name and email address when either picking up in person or via email. Any and all questions, clarifications, or requests shall be provided in writing to the Town of Fishkill Project Facilitators Joe DeFrancesco and Paul Bozek via email at jdefrancesco@fishkill-ny.gov. and pbozek@fishkill-ny.gov. All questions, clarifications, and requests, together with answers, if any, will be provided to all firms that have indicated an interest or intention to submit statements. However, the names of any firms submitting any questions, clarifications, or requests will not be disclosed until after the deadline for submitting Proposals. The Town reserves the right to respond or not respond to any questions, clarifications, or requests. The data herein is provided without warranty or representation as to accuracy. Each proposer is directed and encouraged to make any and all examinations independently; to verify any and all examinations independently, and not to rely solely on the information stated herein, which is to be used only as a general guide. All Proposal copies must be signed in ink and in longhand by an official authorized to bind the Proposer. The Town of Fishkill reserves the right to reject any or all proposals, with or without cause. Awarding of the contract will take place at a regular monthly meeting of the Town of Fishkill. Should your firm be interested in submitting a proposal, submit the signed and sealed proposal with the requested / required information in the RFP, marked on the outer envelope as REPLACEMENT OF RECREATION CENTER ROOF PROJECT, and mail or deliver to: Becki Tompkins, Town Clerk Town of Fishkill 807 Route 52 Fishkill, New York 12524 (845) 831-7800 x3333 FAX (845) 831-6040 btompkins@fishkill-ny.gov 0005294011 Contractor Responsibilities The contractor's scope of work includes: o Review of the existing conditions. o Review of the Recreation Center drawings (Drawings are available to download from the Town of Fishkill website, a CD is available at the Town Hall Town Clerk's Office or contact the Project Facilitators to mail a CD - see Attachment 1) o Preparation of the required engineering/design for the recommended solution. o Design Drawings & calculations shall be Professional Engineering Approved by a New York State Professional Engineer (PE). o Providing Shop drawings for Town review and approval. o Furnishing all the materials, labor, tools, equipment and transportation. o Coordinating with the Town's Project Facilitators, Recreation Center Staff and Building & Grounds Group during the design and installation and testing. o Obtaining all necessary permits from the Town at no charge. o Supplying and installing snow guards as necessary. o Installation and testing of the recommended solution. o Water leak testing of final configuration. o Providing As-Built drawings. o Providing a material warranty of 30 years and a workmanship warranty of at least 10 years for the new roof. o Providing all ladders, scaffolding, man lift equipment, safety harnesses and tethers for worker safety. o Submitting a safety plan for working on and around roofs, scaffolds, and in elevated locations o The Safety Plan shall identify how workers will be kept safe during work activities, as well as keeping the general public safe during work activities and non-work periods. o Provide appropriate safety signage, barriers, enclosures, tarping, etc. as necessary for safety, as well as for isolation from adverse effects or damage from weather. o The contractor shall adhere to State Finance Law Section 165 (Use of Tropical Hardwoods) as identified in Attachment 8.
