Description | As of August 08th, 2022, project has not been awarded. The proposals are under review, the intersection design would not start until October 2022. Pre-Bid Meeting No The City of Manhattan Beach plans to design and construct intersection improvement for the Manhattan Beach Boulevard eastbound left-turn lane at Aviation Boulevard. The project will include modifications to the west leg, and might include slight modifications to the other three legs of the intersection. Two options are considered: 1. Construct a second eastbound left-turn lane by reducing the widths of the raised center median, eastbound and westbound travel lanes to accommodate the second left-turn lane. The scope of the project includes replacement of the existing traffic signal poles with mast arms for eastbound-westbound left-turn arrows, which would require new traffic signal electrical wiring/conduit and might need replacement of the existing traffic signal cabinet with Advanced Transportation Controllers (ATC) and Video (Detection) Management Systems (VMS) capable of communicating via advanced fiber network along with Battery Backup Systems (BBS). Any related miscellaneous curb & gutter, curb ramp ADA features, driveway approach, restriping, median reconstruction, markings, signage, and landscape/irrigation restoration will also be a part of the scope of work of this project. The boundary area affected by the removal of old striping will require a Type II Slurry Seal and new striping, signage, and markings where applicable. A new loop detection system will be installed for the left-turn lanes, along with the replacement of wiring. This option will prohibit the currently allowed eastbound U-Turn activities. 2. Elongate the existing eastbound left-turn lane pocket from approximately 200' to 330'. The scope of the project includes the reconstruction of the median island located on Manhattan Beach Boulevard west of Aviation Boulevard. Any related miscellaneous curb & gutter, restriping, markings, signage, and landscape/irrigation restoration will also be a part of the scope of work of this project. The boundary area affected by the removal of old striping will require a Type II Slurry Seal and new striping, signage, and markings where applicable. A new loop detection system will be installed for the left-turn lane, along with the replacement of wiring. Based on the intersection infrastructure conditions, the improvement might include new traffic signal poles, traffic signal electrical wiring/conduit and might need replacement of the existing traffic signal cabinet with Advanced Transportation Controllers (ATC) and Video (Detection) Management Systems (VMS) capable of communicating via advanced fiber network along with Battery Backup Systems (BBS). This option will keep the currently allowed eastbound U-Turn activities. No right-of-way acquisition is expected for both options. Also, the intersection signal system will be modified to optimize the signal phase, cycle length, and green time assignment, which will further avoid potential eastbound-westbound left-turn interlocking problems. The proposed improvement at this intersection will relieve the congestion during peak commuting periods and allow smooth traffic flow along Manhattan Beach Boulevard, which will ultimately relieve traffic congestion along Manhattan Beach Boulevard and Aviation Boulevard traffic corridors. The Consultant to provide design services for the Manhattan Beach Boulevard eastbound left-turn lane at Aviation Boulevard Project in terms of preparing site plan, plans, specifications, cost estimate, environmental analysis, right-of-way documentation and bidding and construction phase engineering support. The design consultant shall prepare a complete drawing set of plans, notes, and details to construct the proposed improvements. The construction drawings shall include all necessary and significant civil aspects of design and utilize the City's standard title block. The design consultant shall prepare detailed Specifications for the improvements to be incorporated into the City's standard "boilerplate" Contract Documents. The design consultant shall prepare detailed cost estimates for the improvements. All drawing sheets must be stamped by a civil engineer, licensed by the State of California. Plans and calculations by others must be reviewed and approved by the Engineer of Record for the project. The design consultant shall ensure that the final design contains a typical industry-standard level of detail required to procure and construct the proposed improvements. Design submittals are required to be submitted to the City for review and comment at 35%, 65%, 95% and final Plans. Specifications submittals are required to be submitted to the City for review and comment at 90%, complete and final Specifications. Also, the design consultant shall assist the City with tasks during the bidding and construction phase. The work includes, but is not limited to the following design services: A. Project Management B. Background Research C. Field Check and Data Collection D. Utility & Agency Coordination E. Preliminary Design F. Environmental Analysis G. Signal Operation Study H. Final Design - Plans, Specifications and Estimates I. Right-Of-Way J. Construction Phase The City anticipates the Design Services to begin in November 2022 with final plans, specs, and estimates ready for public bid by end of May 2023. |
