Description

There will not be a Pre-Bid Meeting. Please contact our office at 856.848.6800 (Olivier Pena) concerning any questions pertaining to this project. 2022 Community Development Block Grant (CDBG) consists, but not limited to all labor, material and equipment necessary or required to complete all proposed improvements as set forth in the specifications and provided plan / details (within the specification). Paving of the intersection, asphalt repair, roadway striping / signage, installation of concrete vertical curb, the installation of handicap ramps with delineation; and topsoiling with hydro seeding. Location: Intersection of Moore Street & Vanderbilt Avenue (Base) / Intersection of Moore Street & Temple Avenue (Alternate) If the bidder supplies their own Fed Ex shipping no., Sickels & Associates, Inc. will utilize that information for shipping. Payment of $100.00 & an additional thirty-five dollars ($35.00 cost of Fed Ex) will be required to obtain the Bidding Documents. NO REFUND SHALL BE MADE FOR RETURN OF THESE DOCUMENTS. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the issuing office. Each Bidder must purchase the Bid Documents from the issuing office in order to submit a bid. Bids must be submitted on the bid forms provided within the documents in the manner designated therein. Bids must be enclosed in a sealed envelope bearing the bidder's name and address labeled "2022 Community Development Block Grant (CDBG)" and addressed to Borough of Woodbury Heights, 500 Elm Avenue, Woodbury Heights, New Jersey 08097, Attention: Ms. Shannon Elton, Municipal Clerk. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Borough of Woodbury Heights, 500 Elm Avenue, Woodbury Heights, NJ 08097. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Woodbury Heights in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Bidding Documents. The Borough will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Borough and the bidder. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Woodbury Heights in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. All bidders are required to provide a copy of the contractors and subcontractors business registration certificate(s) issued by the Department of the Treasury in accordance with Section 1 of P.L. 2004, c.57 (C.52:32-44). All Contractors and subcontractors must also comply with the "Public Works Contractor Registration Act" (P.L. 2203, c.91) and P.L. 1977, c.33 (Disclosure of Ownership). The successful bidder shall also comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Certificate of Surety shall be written by a surety company listed on the United States Treasury Department Circular 570 and the New Jersey List of Approved Surety Companies. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Borough of Woodbury Heights and be issued by a surety authorized to do business in the State of New Jersey. The successful bidder must comply with Affirmative Action requirements pursuant to Public Law 1975 C. 127 (N.J.A.C. 17:27) as revised and amended to date, and must furnish an Initial Project Manning Report (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271, s3) if the contractor receives contracts in excess of $50,000.00 from public entities in a calendar year. It is the Contractor's responsibility to determine if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532 or at portal. Bid requirements are subject to 2 CFR Part 85 or 24 CFR Part 84. The following are additional requirements under the Community Development Block Grant: a. This project is financed through the Community Development Block Grant program with funds obtained from the U.S. Department of Housing and Urban Development. b. Equal Opportunity/Affirmative Action: Owner is an equal opportunity and affirmative action employer. Minority-owned and women-owned businesses are encouraged to submit bids. c. Davis Bacon Works Requirements: This project is subject to meet Federal Labor Standards Provisions Davis Bacon wage laws as explained in HUD form 4010. All work performed on the project will be subject to the approved wage determination rates in bid documents. d. Section 3 Preference: The work to be performed under this contract is subject to the requirements of section 3 of the Housing and Urban Development Act of 1968, 12 U.S.C. 1701 U (section 3). The purpose of section 3 is to ensure that employment and other economic opportunities generated by HUD assistance shall to the greatest extent feasible, be directed to low-and very low income persons. Section 3 businesses are encouraged to submit bid proposals. The Borough of Woodbury Heights and the Engineer reserve the right to require a complete financial and experience statement from the prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the contract. The Borough of Woodbury Heights reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Borough of Woodbury Heights. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications.
