Description

The Federal Aviation Administration contemplates issuing a Screening Information Request (SIR) for a Boiler and Chiller replacement at Greenville-Spartanburg ATCT in Greer, South Carolina. The contractor shall provide and secure all labor, material, equipment, tools, transportation, and supplies required to complete the work in accordance with the Specifications, Drawings, and terms of the contract. The scope of work includes, but is not limited to, the following: Replace existing boiler with comparable 1,000 MBtuh gas-fired hydronic boiler, to include ancillary trim for a fully functional and safely operated heating system. Includes minor modifications to piping systems, gas train, safety devices, pump circulation, electrical power and controls. Includes analysis and adjustment of heating water chemical treatment. Includes balancing of system hydronic pressures between make-up water, expansion tank, and boiler relief. Includes disposal off-site of old boiler. Replace existing chiller with comparable 60 Ton air-cooled water chiller, to include ancillary trim for a fully functional and safely operated cooling system. Includes minor modifications to piping system, electrical power and controls. Includes analysis and adjustment of chilled water chemical treatment. Includes balancing of system hydronic pressures between make-up water, compression tank, and chiller relief. Includes recovery of used refrigerant in accordance with EPA requirements, and disposal off site of old chiller. This requirement will be a phased change-out. The boiler project will occur first, followed by the chiller replacement. Both phases of project includes respective turn-over of new systems for beneficial use, to include commissioning, provision of O&M documents and training of local Facility Management prior to start of Warranty periods. All work shall comply with current codes and standards in effect, and operational requests of local Facility Management. Contractor shall obtain and observe requirements for compliance with all local, state and federal permitting in effect and made known prior to beginning work, and close all permits accordingly thereafter. This is not a Request for Proposal (RFP) and proposals are not being accepted from this public announcement. At this time, the nature of the competition has not been determined. The FAA may decide to do a Full and Open competition or a Set-Aside for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) program. The purpose of this pre-solicitation is to solicit statements of interest and capabilities from small business, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes capable of providing the type of work described in this notice. In order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace, the FAA requests the following information from interested vendors: A. Bonding Capability F. Relevant experience on projects of similar scope within the last five years. Number of years in Business Failure to respond to the Pre-solicitation may preclude a contractor's ability to receive a copy of the future solicitation. Limit complete responses to no more than 5 pages. Information provided will not be released; however, mark PROPRIETARY on all documents submitted as necessary.
