Description | CLARIFICATION DEADLINE 9/19/2022 5:00 PM EDA GRANT NO. 08-79-05511, 117912 Budget is to be $29,000,000 The City of McAllen and the Friends of Quinta Mazatlan together are thrilled to invite the submittal of response to this RFQ from qualified firms ("Proposer") interested in providing Construction Manager-At-Risk ("CMAR") services for the construction of the Quinta Mazatlan Expansion Project ("Project"). A true urban sanctuary and a mansion with a mission, Quinta Mazatlan works to enrich people's lives by sharing knowledge about birds, plants, and environmental stewardship. The Project consists of multiple elements including: (1) a themed entrance walkway and welcome center; (2) a riverwalk that reveals the history of the area; (3) a two-story learning and tourist center housing an events center with approximately 15,000 square feet; (4) an administrative office complex; (5) visitors center & gift store; (6) educational training center and science labs; and (7) a Transit Park n Ride. This RFQ seeks an experienced General Contractor to construct the Quinta Mazatlan Expansion Project using the CMAR form of procurement and agreement. This RFQ includes all the information Proposers will need to prepare and submit a proposal for the first step of a two-step process. The City of McAllen reserves the right to refuse and reject any or all responses, waive any or all formalities or technicalities, accept the response or portions of the response determined to be the best value and most advantageous to the City, and hold the responses for a period of 45 days without taking action. The City of McAllen reserves the right to accept responses from more than one firm determined to be the best option for the City. Respondents are required to hold their responses firm for the same period of time. WAGE RATES This project is to be financed with Federal Transit Administration (FTA) Funds and the Davis-Bacon Act will apply. Minimum labor rates as established by the Secretary of Labor shall apply and a schedule of labor classification and wage rates to be paid as published in the Federal Register are included to the specifications and will be made a part of the contract. It is the policy of the Department of Transportation (DOT) that minority business enterprises as defined in 49 CFR Part 26 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds.
