Description

**As of September 9, 2022 ,project was awarded to P & A Construction INC , awarded amount is $3,222,589.25** Base Bid - In general, the work on this project consists of the removal and replacement of approximately 5,822 L.F. of ACP Sanitary Sewer main with 5,708 L.F. of 8" SDR-35 P.V.C., 873 L.F. of 10" SDR-35 P.V.C. pipe, and 384 L.F. 15" SDR-35 P.V.C. pipe. Work shall include removal of 27 manholes and installation of 34 new manholes, installation of 203 new sanitary sewer laterals, dewatering, temporary by-pass pumping systems, and all other work required for the removal and replacement of the sanitary sewer main. Work shall take place in the Beach Haven West section of Stafford Township on Walter Boulevard in between Jeffrey Drive and Glenn Drive, including the entire length of Marguerite Lane, Harold Lane, Rosalyn Drive, Selma Drive, Julia Drive, Steven Drive, and Morris Boulevard between Route 72 and Jennifer Lane. Alternate Bid 1 - In general, the work on this project consists of the removal and replacement of approximately 1,041 L.F. of ACP Sanitary Sewer main with 1,041 L.F. of 8" SDR-35 P.V.C. pipe. Work shall include removal of 3 manholes and installation of 3 new manholes, installation of 40 new sanitary sewer laterals, dewatering, temporary by-pass pumping systems, and all other work required for the removal and replacement of the sanitary sewer main. Work shall take place in the Beach Haven West section of Stafford Township on Linda Road. Alternate Bid 2 - In general, the work on this project consists of the removal and replacement of approximately 1,120 L.F. of ACP Sanitary Sewer main with 1,120 L.F. of 8" SDR-35 P.V.C. pipe. Work shall include removal of 3 manholes and installation of 3 new manholes, installation of 45 new sanitary sewer laterals, dewatering, temporary by-pass pumping systems, and all other work required for the removal and replacement of the sanitary sewer main. Work shall take place in the Beach Haven West section of Stafford Township on Phyllis Lane. Also included in the scope of the base bid and alternate bids 1 & 2 will be the replacement of drainage catch basins, installation of 8" D.I.P., 12" D.I.P., and 18" D.I.P. drainage pipe and milling and repaving of the above-mentioned roadways from edge of pavement to edge of pavement. Bid security is required in the amount of not less than ten percent (10%) of the total amount of the Bid, but not in excess of twenty thousand dollars ($20,000.00) as set forth in N.J.S.A. 40A:11-21. Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for performance required under the Contract Documents. Required bidder information can be found in the bid documents. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. FUNDING STATEMENT NJAC 7:22-3.17(d): "This contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey [Environmental Infras-tructure Trust] Infrastructure Bank. Neither the State of New Jersey, the New Jersey [Environmental Infrastructure Trust] Infrastructure Bank nor any of their departments, agencies or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract. This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10." SED REQUIREMENTS NJAC 7:22-3.17(f): "In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9." SURETY BOND Surety bonds must be written by surety companies listed on Dept. Circular 570 (per N.J.A.C. 7:22-3.17(g)). PENALTIES FOR FALSIFACATION NJSA 40A:11-33:34: 40A:11-33. Forfeiture of deposit in certain cases A deposit made by any person who makes or causes to be made a false, deceptive or fraudulent statement or answers in response to a questionnaire or in the course of a hearing hereunder may be caused to be forfeited, as liquidated damages by and to the contracting unit. L.1971, c. 198, s. 33, eff. July 1, 1971. 40A:11-34. PENALTIES FOR FALSE STATEMENTS: Any person who makes or causes to be made, a false, deceptive or fraudulent statement in the statement or answers in response to the questionnaire, or in the course of any hearing hereunder, shall be guilty of a misdemeanor, and upon conviction shall be punishable by a fine of not less than $100.00 nor more than $1,000.00, and shall be permanently disqualified from bidding on all public work or contracts of the contracting unit which submitted the questionnaire; or, in the case of an individual or an officer or employee charged with the duty of responding to the questionnaire for a person, firm, copartnership, association or corporation, by such fine or by imprisonment, not exceeding 6 months, or both.
