Description | For DOSD and DOW Lab Information Management System (LIMS) Upgrades The City of Columbus, Department of Public Utilities (DPU) is soliciting proposals from qualified firms to supply, implement, and provide support for a Laboratory Information Management System (LIMS). The City operates a Division of Water (DOW) Water Quality Assurance Laboratory (WQAL) and Division of Sewerage and Drainage (DOSD) Surveillance Laboratory that will use the LIMS solution. The WQAL is certified by the Ohio Environmental Protection Agency (OEPA) for the analysis of drinking water. The Surveillance Laboratory conducts Clean Water Act / NPDES Compliance analysis that is submitted to OEPA. 2. Scope of Services: The scope of services is as follows; however, the CONSULTANT is encouraged to suggest deletions or additions within their Understanding of the Project/Project Approach if they believe changes will better meet the objectives of the project. The CONSULTANT shall furnish, install, integrate, test, and make operational all hardware and software components necessary for a fully functional and operational LIMS system for both the WQAL and Surveillance Labs. The CONSULTANT shall, when issues are identified with the software, or services provided with this contract, be able to provide the required service response. The CONSULTANT shall provide a project manager and work directly with the City's Project Manager. The CONSULTANT shall be ultimately responsible for coordinating the activities between its own personnel, City staff, and the services or software supplied by the Software Developer and subcontractors (if any). The CONSULTANT shall also be solely responsible for resolving any conflicts that arise between their own team members. The CONSULTANT shall be responsible for the following tasks: o Project management and schedule o Schedule Adherence o Procurement and delivery of software services and licensing o Business Process Review and Updates o Data Management o System architecture diagram, including integrations (identify any third-party software) o System Integration o Integrations development, schema mapping, and testing o Quality Assurance/Quality Control Program used in software development and implementation processes o Acceptance testing, including the support of acceptance test plans o Defect resolution o Training and related Documentation o Timely Response and Resolution of Technical Issues o Security and incident response o Project meetings o Go-Live Support o Software Maintenance and System Support o Ongoing System Availability and Applicable Upgrades The City will be responsible for the following activities in conjunction with this project: o Timely Review and Comment on all submittals by the CONSULTANT o Providing secure and controlled access to City systems for integration o Providing connectivity, suitable browsers, and hardware o Timely responses to all CONSULTANT inquiries o Oversight of the Project contract o Witness all acceptance testing o Sign off and Approval of system implementation Bid bond No Performance bond No SBE participation required No |
