Description

The last day for accepting questions on this project will be Friday March 3, 2023. Contract No. 1 - Ramsey Water Treatment Plant: The work generally consists of the following: Construction of a new 10 MGD gravity filtration Water Treatment Plant (WTP). Building consists of cast in place concrete and concrete masonary units. The WTP will include one (1) backwash reclaim basin, six (6) conventional dual-media gravity filters, one clearwell, one reservoir, general process piping ranging in size from 3 to 30-inch, valves, fittings, and appurtenances; on-site chemical feed systems which include chemical storage tanks, chemical con-tainment, and chemical feed equipment for chlorine, permanganate, phosphate, hydrofluosilicic acid, and polymer; three (3) high service pumps, general mechanical work including HVAC work, ductwork; drain, waste, and vent piping; and other mechanical equipment and appurtenances. Electrical systems generally consist of providing electrical circuits and controls within the WTP expansion including light-ing, power, instrumentation and controls, and associated conduit and wiring. A standby generator sized to meet emergency and load management electrical requirements will be included. Sitework generally includes grading, seeding, influent water main, sanitary sewer, storm sewer, and piping appurtenances; installing an asphalt access road and parking lot; and installing a stormwater filtration basin. The Bidder as a company shall have experience as a general contractor, in the successful construction of at least one (1) municipal potable water treatment plant or wastewater treatment plant as described herein with a minimum treatment capacity of 4 million gallons per day (MGD) within eight (8) years prior to the bid opening date. This treatment plant construction experience must include furnishing and installing all of the following: gravity or pressure filtration, chemical feed systems, process piping and valves, pumps, HVAC systems and electrical instrumentation and controls. Wastewater treatment plant construction experience does not meet the minimum contractor qualifications specified herein, unless it includes large mechanical process equipment such as clarifiers and thickening equipment deemed comparable to subject work by the Engineer. The designated process / mechanical, and electrical subcontractors must also meet the above stated requirements for its portion of the work on this project. All work under the Contract must be substantially complete by May 1, 2025. Final completion for all work and closeout documentation shall be August 1, 2025. It is anticipated that a contract will be awarded on March 28, 2023, and that work may begin on or about April 11, 2023. Each bidder shall submit a bid bond made payable to the City of Ramsey in the amount of 5% of the total bid, to be forfeited as liqui-dated damages in the event that the bid is accepted and the bidder shall fail to promptly enter into a writ-ten contract and furnish the required bond. No bidder may withdraw their bid for at least 45 days after the scheduled closing time for the receipt of bids. The City of Ramsey reserves the right to reject any or all bids, and to waive informalities.
