INQUIRIES Inquiries concerning this procurement shall be submitted by e-mail to the Contracting Officer: Jerry W. Perry at jerry_perry@fws.gov. All technical inquiries must be received no later than 3 days prior to the close of the solicitation to allow for adequate time to answer all questions. Answers to questions shall be provided to all potential bidders. Bidders are instructed specifically to contact only the solicitation Contracting Officer in connection with any aspect of this requirement prior to contract award. (End of Instruction) C. MAGNITUDE OF PROJECT The estimated cost of this proposed construction project is between $500,000.00 and $1,000,000.00. Description/Specifications The Contractor shall provide the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the work as detailed in the Specifications and Drawings provided as Attachments A and B. Commencement, Prosecution, and Completion of Work. (APR 1984) The Contractor shall be required to (a) commence work under this contract within five (5) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 180 calendar days after the contractor receives the notice to proceed. The final calendar day allowable for completion of the work is 03 March 2023. The time stated for completion shall include final cleanup of the premises . Liquidated Damages - Construction. (SEP 2000) (a) If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $163.00 for each calendar day of delay until the work is completed or accepted. (b) If the Government terminates the Contractor's right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause. (FEB 1995) - Alternate I (FEB 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, bidders are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will not be scheduled. However, contractors/offerors are highly encouraged to visit the jobsite on their own. The location of the jobsite is fully accessible to the public. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
