Description

In-Place Paving State 2023 Apply In-Place Asphalt Paving and/or Asphalt Pavement Milling and Texturing to marked locations within the project county. Shoulder Pavement Texturing (rolled in rumble strips) are required when the paving extends onto shoulders in accordance with Section 403.03.08 at no additional cost to the Department. Pavement striping will be applied at the Engineer's discretion per the existing field conditions prior to nightfall on the same day that the patch is placed. Striping cannot be required without a patching order unless through a mutual agreement between the user and Vendor. The price for striping will not be bid but will be established at $0.56 per linear foot for 4" or 6" stripes with a guaranteed minimum striping quantity of 1,500 linear feet per delivery order. Sections to be paved and/or milled will be marked by the Engineer, and a list of locations by milepoint with the tonnage and striping quantities will be furnished to the Contractor through the issuance of a written Transportation Delivery Order. Contract Bid Items shall consist of: Asphalt Paving, Unit = Ton. Asphalt Pavement Milling and Texturing, Unit = Day Edge Key, Unit = Linear Foot The minimum quantity for an Asphalt Pavement Delivery Order will be 500 tons. If the Department requests less than 500 tons, the Department will pay a premium rate of $20 per ton in addition to the bid price for quantities between 100 tons and 300 tons, or $10 per ton for quantities greater than 301 tons but less than 499 tons. Orders of 500 tons or greater will be paid at the unit bid price. The minimum quantity for asphalt pavement milling and texturing will be one (1) day per Delivery Order. Delivery Orders may be placed for milling without any paving. The millings will become the property of the Vendor. The Vendor will be responsible for hauling the millings. Conform to Section 408. Mobilization/Demobilization for milling machine price is a round trip fee. The Department will only pay one mobilization/demobilization for milling machine fee per each Delivery Order. Mobilization between work sites shall be incidental. Delivery Orders for milling will be placed per county but may include multiple locations in that county. Mobilization/demobilization for milling machine will not be bid but will be established at $1,900 each. When requested by the Department, construct Edge Keys at the beginning and end of each patch or other locations as directed by the Engineer. Cut out the existing asphalt surface at a depth of one (1) inch per three (3) feet of width and heel the new surface into the existing surface. The Department will measure the Edge Key at the joint as the width of the pavement (three feet) perpendicular to the centerline in linear feet. The Department will pay for this work at the Line Item unit price per linear foot, which shall be full compensation for all labor, equipment, and incidentals for removal and disposal of the existing asphalt surface required to construct the edge key. Mobilization for Edge Keys will be incidental to the line item Edge Key. To allow smooth entry and exit ramps onto the patch, the minimum paved length shall be 50 feet, and the vertical transition at the patch ends shall not exceed 1/4 " per foot. Although the haul bill within the project county shall be incidental, the Engineer will attempt to geographically group the paving locations as to reasonably accomplish a 200-ton daily production. Asphalt Tack Coat shall be incidental; however, material certification is required. The application rate shall in accordance to the current KYTC Standard Specification for Road and Bridge Construction and Supplemental Specifications. Traffic Control shall be supplied by the Vendor according to the Manual on Uniform Traffic Control Devices, current edition, at no additional cost to the Department. The Vendor will have 90 calendar days from the receipt of the Delivery Order to complete the paving. The Vendor shall notify District Project Delivery and Preservation personnel 48 hours prior to starting a given Delivery Order to allow for scheduling an on-site inspector. Remove type V or inlaid pavement markers according to section 403.03.02. 1.02 Material and equipment specifications Self-Propelled Asphalt Pavers shall meet all provisions of Subsection 403.02.07. In addition, pavers shall be equipped with a rumble-strip roller attachment for shoulders. Milling machines shall be at least 320 Horsepower. Edge Keys may be cut using a Skid Steer with milling attachment capable of cutting up to six (6) inches deep and a minimum of thirty-six (36) inches wide. Rollers shall meet all provisions of Subsection 403.02.08. All materials provided under Contracts resulting from this Solicitation shall be from suppliers currently approved by the Division of Materials. The material provided in these Contracts shall be in strict conformity with Sections 109, 112, 401, 402, 403, 406, 409, 713, 804, 805, and 806. The Contractor shall be responsible for the appropriate disposal of all paint containers, waste products, etc. The Contractor shall also be responsible for all necessary cleanup of any paint or other material which is spilled onto the pavement or elsewhere as a result of the operations.
