The National Park Service, Lassen Volcanic National Park, has a requirement for the replacement of the water supply main and access road at Drakesbad Guest Ranch, located at the southeast end of the park. The Contractor shall provide all supervision, labor, equipment, testing, and supplies necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation. All work shall be performed in accordance with local, state, and federal laws. The Contractor shall obtain all necessary permits required to successfully complete the work. Per FAR 36.204 the project range is estimated to be between $250,000 and $500,000. The North American Industry Classification System (NAICS) Code for this requirement is 237110, with a corresponding size standard of $39.5 million in annual gross receipts for the past three years. This acquisition is a Historically Underutilized Business Zone (HUBZone) Set-Aside. Offers are solicited only from HUBZone small business concerns. Offers received from concerns that are not HUBZone small business concerns will not be considered. The work of this contract consists of supervision, labor, equipment, testing, and supplies required for the construction of a new 6 HDPE water supply main and reconstruction of the primary access road from the guest ranch to the water storage tank. The new water main will be located along the rehabilitated road. The road will be modified to improve drainage and restore the natural hydrology of the area. Contract bid item work includes Mobilization/Demobilization (this item consists of all preparatory work and operations for all items under the contract, including, but not limited to those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site and all other work or operations which shall be performed or costs incurred prior to beginning work on the various items on the project site; this item also includes bonding, permits, and demobilization cost), Clearing and Grubbing (this item consists of clearing and grubbing of existing vegetation, excluding trees, within the project area; this item also includes the removal of fallen trees and/or snags that may interfere with the work), Tree Removal (this item consists of removing existing trees as shown in the plans - note that many of the trees received heavy fire damage and may no longer be standing), Remove Existing Culverts (this item consists of removing existing culverts located along the existing access road), Common Excavation (this item consists of excavating, stockpiling, and properly disposing the existing access road material as required to reconstruct the access as shown in the plans; all excavation shall be considered common excavation; shallow bedrock may be encountered in some areas; contractor will not be required to remove competent bedrock; rather the profile of the proposed road will be modified per the engineer), Aggregate Base (this item consists of furnishing and installing Aggregate Base Material as shown in the plans; this item also includes furnishing and installing geotextile materials as shown in the plans), Aggregate SubBase (this item consists of furnishing and installing Aggregate SubBase Material as shown in the plans), Rock Drainfill (this item consists of furnishing and installing Rock Drainfill Material as shown in the plans; this item also includes geotextile), RCP Culvert 12 (this item consists of furnishing and installing 12 RCP culvert as shown in the plans; this item also includes constructing rock riprap aprons for each culvert), Construct Seepage Barriers (this item consists of constructing internal roadway seepage barriers as shown in the plans; Seepage Barriers shall be constructed from select on-site excavated material), HDPE Water Main 6 Trenched (this item consists of constructing 6 HDPE water main as shown in the plans; this item includes, but is not limited to, pipe trenching, furnishing and installing water service line, furnishing and installing pipe bedding, backfill, tracer wire, marker tape and surface restoration), Connect to Existing Water Main (this item consists of connecting the proposed water supply main to the new supply stub as shown in the plans; should the project to construct the service stub not be completed prior to this project this line item, including payment, shall be removed, and the work covered under the other contract), Fire Hydrant Assembly (this item consists of furnishing and installing fire hydrant assemblies as shown in the plans; this item includes but is not limited to excavation, backfilling, fire hydrant, lateral piping, gate valve, tracer wire, and tee fitting), 6 Gate Valve and Box (this item consists of furnishing and installing 6 gate valves and boxes as shown in the plans), Water System Pressure Testing (this item consists of performing and furnishing all materials necessary to complete the water system pressure testing per the specifications), Water System Disinfection (this item consists of performing and furnishing all materials necessary to disinfect the water system per the specifications), Under an Acre Pollution Prevention (this item consists of developing and implementing a UPPP as described in the specifications; this item also consists of implementing the plan including furnishing all labor, equipment, and materials required to implement the plan), Quality Control Testing (this item consists of performing quality control testing as specified in the specifications; in general, this item shall consist of hiring an independent lab to perform testing), and Site Cleanup and Restoration (this item consists of miscellaneous costs associated with site clean-up and restoration; this item includes but is not limited to removal of temporary equipment and controls, rubbish and debris removal, final surface smoothing, cleaning of stockpile areas, and repair and restoration of miscellaneous areas and items damaged during construction). The Request for Proposal (RFP) will be available on/about April 12, 2022 by electronic means only and can be downloaded along with all related attachments from the Contracting Opportunities website at www.sam.gov. The RFP will close 30 days from the actual date of issuance. The offeror is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. The Government intends to award a single, firm-fixed-price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price (relevant experience, California contractor license, technical competence of key personnel, scheduling and project management, and past performance) as listed in the Request for Proposal. An organized site visit will be scheduled. While not mandatory, offerors are urged and expected to inspect the site where the work will be performed. See Section L of the RFP (when issued) for more information regarding the date, time, and location of the site visit. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. |
