Description

As of September 22, 2022, a design engineer been selected. Construction is not anticipated to take place until the late summer of 2023. *The previous solicitation is listed below for reference The City of Helena Public Works Department is requesting sealed proposals from qualified firms, teams or consultants interested in providing professional engineering services to the City of Helena for the Ten Mile Diversion Structures Replacement Project. The Project will evaluate, design, and replace six surface water diversion structures in the Ten Mile Water Treatment Plant's raw water system near the City of Helena. Scope: Objectives to be achieved, but are not necessarily limited to: o Assess the existing facilities, recommend, and design improvements for the six existing surface water diversions in the Ten Mile creek drainage in coordination with the City Engineering, and Water Treatment Divisions. o Provide detailed cost estimates for the proposed project. o Production of project construction bid documents. o Public Meeting(s) and Comment. o Public Presentation. Additional Items: o One facility tour will be given for all interested proposers if needed. o Consultant shall identify all sub-consultants and those personnel that will work on the project. o Limit Proposal to fifteen pages including cover sheet and no smaller than 11 pt. font, with one hard copy and one digital (.pdf file format) copy of the proposal for review. DELIVERABLES Detailed inspection, evaluation of the surface water diversions at Banner, Ten Mile, Beaver, Minnehaha, Moose and Walker creeks, documentation, and project recommendations memo. Two sets (60% & 90%) of internal review draft plans and specifications, each set consisting of three copies each + digital copy. Copies of final construction bid documents consisting of five copies + digital copy. All electronic files associated with the project. Presentation materials for Public Meetings, conducting public meetings and receiving/compiling public comment(s). The proposals will be reviewed by the Public Works Department and candidates for interview selected if warranted. The Department reserves the right to award contracts to more than one qualified firm, to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified firm or to modify or cancel in part or in its entirety the Request for Proposal, if it is in the best interest of the Department to do so.
