Contract Award Date: Aug 10, 2022 Contract Award Number: 140L3622C0005 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: L1HHB4J2S8G6 Contractor Awarded Name: HIGHLAND CONSTRUCTION SERVICES LLC Contractor Awarded Address: Belgrade, MT 59714-9005 USA Base and All Options Value (Total Contract Value): $828100 The Department of Interior, Bureau of Land Management (BLM), Montana State Office is soliciting proposals for construction activities to include the furnishing of labor, equipment, supplies, and materials, to renovate Jerry Creek and Divide Day-Use areas. Work to include re-routing and constructing a new entrance road, constructing a new parking area and boat ramp facility for both sites, and constructing other related appurtenances in accordance with the drawings and specifications. The project work is located in Silver Bow County, Montana. BLM has issued Solicitation Number 140L3622R0003 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include: * Site Grading * Surveying (Added with Amendment 1) * Crushed Aggregate Base- Installed * Pit Run-Installed * Hot Bituminous Concrete Pavement * Pavement Marking * Toilet Building Installation * Concrete Parking Curb * Signs * Barrier Posts * Safety Fence * Imported Screened Topsoil * Hydroseeding * Erosion Control Matting - Installed * Cottonwood 1-inch Caliper - Installed * Shrub Species * Jerry Creek Boat Ramp * Divide Boat Ramp Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM issued a Request for Proposal (RFP) on May 17, 2022. The estimated price range of this acquisition is between $500,000 and $1,000,000. BLM is issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $39.5 Million. Amendment Number 0001 was issued on June 7, 2022. Amendment Number 0002 was issued on June 17, 2022. A single contract award will be made to the offeror that submits a proposal that has been determined to be the best value based on the Tradeoff Procedures within the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Proposals will be due on June 29, 2022, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic proposals as a response to the solicitation. Electronic proposals are subject to the same rules as paper proposals. The Government anticipates award of this procurement on or around July 18, 2022. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 102 calendar days. The time stated for completion shall include final cleanup of the premises. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer. *The value for this project is based on a financial range.
