Description | Howard County, Indiana, invites any and all qualified parties to submit Proposals and Statements of Qualifications to obtain financing and construct a new park improvement project (the "Project"). The Project will include various improvements to the Township's existing park, the final scope of which will be determined during a scoping period that will include site, constructability, and budget analysis. The Project will be contracted under a public-private agreement compliant with Indiana statutory requirements (authorized under IC 5-23). At a certain point in time and upon receiving acceptable terms from the selected proposer, Center Township would assume ownership of the improvements and will pledge revenues adequate to cover the debt service from a mutually agreeable financial institution. The purpose and intent of the Project is to fulfill quality of life and public safety needs for the community. II. PROJECT SCOPE: Selected proposer will provide all financing, site analysis, site work, labor and material to construct a park improvement project. The Township has already procured an engineer and landscape architect, but the selected proposer will be responsible to provide site due diligence and design-assist services in partnership with the Township's design team. Please note that the final scope, budget, design, and financing will be determined during a scoping period, and the final approval of the Project by the Board will not occur until the scoping period deliverables have been satisfactorily completed by the selected proposer. As required by law, the selected proposer will transfer the constructed improvements to the Township as negotiated in the scoping period. The Board reserves the right to use this procurement for the Project or to cancel this RFPQ/scoping process altogether if the selected proposer's scoping deliverables are not satisfactory. III. PROPOSAL EVALUATION: The Board has formed a committee to review the proposals received. The criteria which will be utilized in evaluating proposals is as follows: Your experience developing similar projects Your demonstrated ability and capacity to perform the work Your demonstrated ability to finance the project Your reputation as indicated by your references for performing this type of work Your overall approach to develop the project Scoping period fees IV.PROPOSALS: Please respond to the following requests: Identify three (3) similar projects you have financed and developed. Include names, telephone numbers and email addresses to be used as references relative to the listed projects. A proposed schedule for the project, including proposed dates to close on financing, to start and complete construction, and to convey the improvements to the Township. A final schedule will be determined during the scoping period, so this should be provided by the proposer for discussion purposes only.
