Description | All prospective bidders are urged to attend.A bid bond for five percent (5%) of the base bid cost is required and must accompany each proposal. Bids must be held finn for ninety (90) days beyond the bid opening date.The successful bidder must file a one hundred percent (100%) Performance Bond, a one hundred percent (100%)Labor& Materials Bond and a Certificate of Insurance with the Purchasing Agent within ten (10) days of notice of bid award.Attention of bidders is directed to certain requirements of this contract which require payment of minimum wages and compliance with certain local, state, and federal requirements. Each bidder is responsible for checking the website to determine if any addenda have been issued.In accordance with Connecticut General Statute Sections 4a-100 and 4b-91 , a responsible bid must contain two (2) documents: The Contractor Prequalification Certificate and the Update (Bid) Statement. The classification GENERAL BUILDING CONSTRUCTION (GROUP B) is required as a minimum. This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five percent (25%) of the state-funded portion of the contract be set aside for a ward to subcontractors holding current certification as Small Business Enterprises (SBE) from the CT Department of Administrative Services (DAS). A minimum of six and one-quarter percent (6.25%) of the state-funded portion must be set aside for subcontractors holding current DAS certification as Minority-, Women-, and/or Disabled owned businesses (M/W/DisBE). The Contractor must demonstrate good faith effort to meet the twenty-five percent (25%) set-aside goals.The Town of Colchester reserves the right to reject any and all bids or any part thereof, or to waive defects in same, or to accept any proposal, or part thereof, deemed to be in the best interest of the Town of Colchester for whatever reason. |
