Description | The purpose of this RFP is to establish one or more Master Agreements with providers of Electronic Monitoring Products and Services.This new solicitation is intended to modernize electronic monitoring devices and services and capture significant changes in technology, service models, and state policy environments. RFP requirements and specifications are intended to support the safety of communities and the rehabilitation and dignity of product users ("Product User(s)") across the United States, including the District of Columbia and U.S. territories. The Master Agreement(s) resulting from this RFP will allow local, county and state governments to procure electronic monitoring products and services, including but not limited to physical hardware devices and monitoring software solutions. Product and service solutions must retain the flexibility required to meet a wide spectrum of Participating Entities' needs, as further articulated herein. INTRODUCTION: NASPO ValuePoint is a cooperative purchasing program facilitating public procurement solicitations and agreements using a lead state model. The National Association of State Procurement Officials (NASPO) is a cooperative group contracting consortium for State government departments, institutions, agencies, and political subdivisions (i.e. colleges, school districts, counties, cities, etc.) for the fifty states, the District of Columbia, and the organized US territories. NASPO is a non-profit association dedicated to strengthening the procurement community through education, research, and communications The objective of this cooperative group is to obtain volume price discounts based on the collective volume of the numerous potential purchases by the individual States and their various governmental entities. The benefits of cooperative procurements are the potential administrative and contract management savings realized by contractors from their administration and management of a single, comprehensive NASPO ValuePoint contract, rather than multiple contracts for various State governments and governmental entities. Concurrently, the various State governmental entities also realize these same administrative and management benefits. The State of Connecticut, Department of Administrative Services, on behalf of Connecticut and NASPO ValuePoint is releasing this Request for Proposal (RFP) for the purpose of establishing one or more Master Ordering Agreements with qualified offerors to provide Electronic Monitoring Products and Services for all participating States This Master Agreement will be in effect from the date that the Connecticut Attorney General's Office approves it (the "Effective Date") and continue for three (3) years. The parties, by mutual agreement, may extend this Master Agreement for additional terms beyond the Term, prior to Termination or expiration, one or more times for a combined total period not to exceed the complete length of the original Term, but only in accordance with the Section in this Master Agreement concerning Master Agreement amendments |
